About this file

This is a Questions and Answers document for federal solicitation W51AA1-26-Q-A097 addressing clarifications on contract requirements and pricing methodology.

The Government confirmed that offerors should price based on full stated quantities: 400 LAN/Ethernet drops annually, up to 10 fiber runs and 5 fusion-splicing events annually, with annual firm-fixed pricing that remains unchanged regardless of actual quantities performed below these maximums. For BBLAN cable decommissioning, the total scope is approximately 31 miles of cable and 2,126 components to be removed over the full five-year contract period, equating to approximately 6.2 miles of cable and 425 components annually. The Government will provide existing drawings and pathway documentation to the awardee (marked CUI and not releasable pre-award). Removed BBLAN equipment must be transported to Building 96 with accompanying DD Form 1348; multiple identical items may be grouped on a single form if they share the same NSN and Supply Condition Code. Remedial maintenance is limited to 40 hours annually to cover trouble tickets including water removal activities, with six-business-hour onsite response and 18-business-hour restoration requirements applicable only during standard business days (no after-hours, weekend, or holiday responses required). The Government will provide a bucket lift for contractor use; contractors are responsible for procuring other necessary equipment. The majority of coaxial cable is located above ceilings and within walls, though cables exist in all referenced locations. Additional guidance indicates that all safety and environmental requirements (confined space, fall protection, lockout/tagout, hot work, UXO awareness, and construction/demolition waste diversion) will be relevant at different times, requiring contractor coordination with Government safety personnel. An updated pricing sheet was provided addressing FAR 52.217-8 extension calculations, and FAR clause 52.219-14 governs subcontracting limitations for the NAICS 238210 classification.

Solicitation W51AA1-26-Q-A097

Questions and Answers

1. Per PWS SecƟon 4.1, should offerors assume the full quanƟty of 400 runs will be performed during each contract year for pricing purposes?

Yes, please provide pricing for 400 drops annually.

2. If actual LAN/Ethernet quanƟƟes are less than the stated maximum of 400 runs in a contract year, will the annual firm-fixed price for PWS SecƟon 4.1 remain unchanged, or will payment be adjusted based on actual quanƟƟes performed?

This pricing will remain unchanged.

3. If available, can the Government provide historical annual quanƟƟes from the current contract for the following:

The requirement has changed since the last contract. The number of drops, fiber cable runs and splicing, as well as remedial maintenance was derived from historical amounts and what is required from this effort. No BBLAN cable and components have been removed during previous contract. The decommissioning of the BBLAN is new to this requirement.

4. PWS SecƟon 4.2 idenƟfies up to 10 fiber runs and up to 5 fusion-splicing events annually. Should offerors price the annual firm-fixed amount assuming the full stated maximum quanƟƟes will be performed each year?

Yes, we are asking for pricing for up to 10 fiber runs and 5 fusion-splicing events annually.

5. The PWS references removal of approximately 31 miles of BBLAN cable and 2,126 total components. Can the Government confirm whether approximately 31 miles of cable is expected to be removed during each annual period, for an esƟmated total of approximately 155 miles over five years, or whether 31 miles represents the total exisƟng BBLAN cable inventory to be removed over the full contract period?

31 miles of cable and 2126 components are the totals to be removed by compleƟon of the five-year contract. Therefore, we are looking to have approximately 1/5 of this amount removed each year with full removal by contract compleƟon.

6. If the BBLAN removal workload is intended to be divided across the five contract years, can the Government provide the anƟcipated annual quanƟty of cable and components to be removed?

Approximately 6.2 miles of cable and 425 components annually.

7. Can the Government provide addiƟonal informaƟon regarding the typical locaƟon and accessibility of the exisƟng BBLAN cable scheduled for removal? For example, is the cable primarily located in cable trays, above ceilings, within conduit, underground or manhole pathways, or other areas?

The majority of coaxial cable will be located above ceilings and within walls, though all locaƟons listed in the quesƟon also have cables.

8. Are exisƟng drawings, pathway diagrams, or other documentaƟon available that idenƟfy the BBLAN cable routes and locaƟons?

This documentaƟon does exist and will be provided to the awardee. Due to CUI markings, it is not releasable.

9. Regarding removed BBLAN equipment and components, can the Government clarify the contractor's responsibiliƟes for transportaƟon and delivery to Building 96? AddiƟonally, is a separate DD Form 1348 required for each individual component, or may similar items be grouped where appropriate?

The contractor will uninstall BBLAN components and cable and transport them to building 96 for turn in. Along with the components, a complete DD 1348 must accompany the components to be turned in. You can put mulƟple units of the exact same item on one sheet, provided they share the same NSN and the same Supply CondiƟon Code. For example, if you are turning in 50 of the exact same model of node tap (same NSN, same condiƟon), they can go on a single sheet with a quanƟty of "50".

10. For the remedial maintenance requirements, can the Government define the applicable "business hours" associated with the six-business-hour onsite response requirement and the 18-business-hour restoraƟon requirement? Are aŌer-hours, weekend, or holiday response requirements anƟcipated?

No. Business hours take place during business days; weekends, holidays, and aŌer-hours responses are not required.

11. The PWS establishes an annual limit of 40 hours for water removal acƟviƟes. Is there an anƟcipated or historical annual quanƟty of labor hours, service calls, or trouble Ɵckets for the remaining remedial maintenance requirements?

40 hours of remedial maintenance is expected annually to cover trouble Ɵckets, including the water removal acƟviƟes.

12. Can the Government confirm what Government-furnished equipment may be available for contractor use, including liŌs, ladders, pathway access equipment, or other equipment necessary to perform cable installaƟon and removal acƟviƟes?

A bucket liŌ will be provided for contractor use.

13. AƩachment II appears to calculate the FAR 52.217-8 six-month extension using one-half of the OpƟon Year 2 total. Can the Government confirm whether this is the intended calculaƟon or whether the extension should be based on one-half of the final opƟon year pricing?

Updated Pricing sheet aƩached

14. Given the use of NAICS 238210 and the service-related nature of the requirement, can the Government clarify which limitaƟon on subcontracƟng requirement and applicable percentage will govern performance of this contract?

Please see FAR clause 52.219-14

15. The PWS includes a number of safety and environmental requirements, including confined space, fall protecƟon, lockout/tagout, hot work, UXO awareness, and construcƟon and demoliƟon waste diversion. Can the Government clarify which of these requirements are anƟcipated to rouƟnely apply to the LAN installaƟon, repair, and BBLAN removal acƟviƟes under this contract?

Each will be relevant at different Ɵmes, and it’s important that the Contractor work with our Safety personnel to ensure they are geƫng the latest Safety/Environmental informaƟon and standards available.
