About this file

This is a Questions and Answers document for RFQ W51AA126QA074 concerning Engineering Lab Test Equipment.

The solicitation was changed from 100% Small Business to Full and Open Competition to address small business compliance concerns related to specific manufacturer requirements. Attenuator kit requirements can be satisfied through individual purchases rather than a single standard kit. Only the parent end item requires Item Unique Identification (IUID) marking and reporting at delivery; embedded subassemblies do not require separate UII marking. The VNA calibration kit must be compatible with the N5222B VNA and can be satisfied by the Keysight 85052B calibration kit, which should include a calibration certificate. Phase-stable cables for the network analyzer do not need to be specifically 10 feet long or from Keysight; individual items can satisfy the requirement. The signal generator must include option UNZ to meet the fast frequency switching speed specification of ≤800 microseconds. The oscilloscope requires 1.6 Gpts of waveform memory (option MXR000-GIG). Four function generators must each have two independent channels with the ability to couple frequency, amplitude, and phase between them; the Keysight 33612A is specified as having two channels. The spectrum analyzer requires 2 GHz IQ streaming capability (option ST2). The contractor is responsible for supplying equipment only, without integration or installation services. Awards are all-or-none; contractors must provide all items listed in the specification document and cannot submit partial bids.

Questions and Answers 1 W51AA126QA074: Engineering Lab Test Equipment

Question 1: Mainly I was wondering if the government issue awardees a waiver to the Non- Manufacturer rule? Several of the specifications in attachment one require purchases from specific large businesses that could result in noncompliance with the incorporated small business FAR clauses.

Answer 1: Changed Solicitation from 100% Small Business to Full and Open Competition

Question 2:

Please clarify standards and requirements within the Attenuator Kit (pg. 37). No single manufacturer offers a standard kit which meets your general specifications.

a. How many attenuators are required?

b. What specific fixed attenuation values are required?

c. What variable attenuation range and adjustment increments are required?

d. How many fixed versus variable attenuators are required?

e. Which connector types are required for the fixed attenuators?

f. Which connector types are required for the variable attenuators?

g. What connector genders are required?

h. Must each connector type support the full DC to 18 GHz range?

i. Which attenuators must be rated at 1 watt, 2 watts, 5 watts, or 10 watts?

j. Must each attenuation value be provided in each connector type and power rating?

k. Are adapters acceptable to meet the SMA, N Type, and TNC requirement?

Answer 2: The requirements for the attenuator kit can be accommodated by individual purchases instead of 1 standard kit.

Question 3:

The RFQ includes DFARS 252.211 7003, Item Unique Identification and Valuation, which requires UII marking/reporting for (a) delivered items with the Government’s unit acquisition cost ≥ $5,000, (b) any additional items identified in the Schedule, and (c) embedded subassemblies/components when specified, plus submission of UII data in

WAWF (DFARS 252.232 7006).

Please confirm which shipped components require IUID marking and reporting at delivery:

• Parent end item only

• Parent end item and specific embedded subassemblies/components (per 252.211 7003(c)(1)(iii))?

• If embedded items are required, please provide a list identifying each subassembly/component that must receive a UII

Answer 3: The parent end item will need to be marked and reported at delivery.

Question 4:

Please provide additional specifications on the VNA Calibration Kit (pg 38). Single kits rarely satisfy all stated requirements.

a. Connector gender for SMA, N Type, and TNC

b. Whether male and female standards are both required

c. Whether each connector family must operate through 26.5 GHz

d. Whether one combined kit or three separate connector-specific kits are acceptable

e. Which VNA model the kit must support

f. Whether the calibration kit must be defined in the VNA firmware

g. Required calibration accuracy or residual directivity

h. Whether calibration coefficients or characterization data are required

i. Whether adapters are acceptable

j. Whether a calibration certificate is required specifically for the kit

Answer 4: The VNA calibration kit will be for the N5222B VNA and can be satisfied by the Keysight 85052B calibration kit and it should come with a calibration certificate.

Question 5: Two (2) network analyzers on page 2 states “Includes (2) flexible 10 ft phase stable cables” The suggested part number N5222B does not include cables. Keysight does not sell 10 foot cables. Please confirm a 10foot cable is need or if a 2 foot cable set like the 85131F be acceptable.

Answer 5: The 10-foot cables do not specifically have to be from Keysight. Items can be purchased individually to satisfy the requirement

Question 6: One (1) signal generator on page 4 specifies “Frequency Switching Speed: Fast switching speed of ≤ 800 μs (typical in list/step mode) for rapid automated throughput” but opt UNZ which is needed to meet this spec is not included in the suggested part. Please confirm this specification is required.

Answer 6: Yes, opt UNZ is needed

Question 7: One (1) oscilloscope on page 5 calls for opt MXR250-1G6 but it does exist.

MXR000-GIG provides 1.6 Gpts of waveform memory on the MXR258B. Please confirm 1.6Gpts of waveform memory is required.

Answer 7: Yes, 1.6 Gpts of waveform memory is required. MXR000-GIG should be the option

Question 8: Four (4) function generators on page 12 specifies “Channel Capacity: Two (2) independent channels with the ability to couple frequency, amplitude, and phase between them.” Suggested part number: Keysight 33612A or equivalent does not meet the spec because it only has one channel. Please confirm two channels are needed.

Answer 8: . As per the Keysight catalog, 33612A should have 2 channels

Question 9: One (1) spectrum analyzer on page 21 states “Phase Noise: Must be equivalent to Opt ST2 (e.g., typically ≤ –135 dBc/Hz at 1 GHz, 10 kHz offset).” This phase noise specification can be met without opt SR2. Please confirm if opt ST2 - 2 GHz IQ streaming is required or if it is only necessary to meet the phase noise specification.

Answer 9: 2 GHz IQ streaming is required

Question 10: Is the contractor required to integrate and install the equipment, or simply supply the equipment?

Answer 10: The contractor is just supplying the equipment

Question 11: Will an award be all-or-none or will be Army consider partial bids?

Answer 11: Contractor must provide all items listed in the specification document.
