About this file

This document is a Questions and Answers (Q&A) exhibit that is part of Invitation for Bid (IFB) W51AA1-25-R-0003 for the "U-Lot" Parking Lot Paving and Line Striping project.

The IFB is a 100% Small Business Set-Aside for construction services including excavating, regrading, paving, and line striping of the U-Lot at Tobyhanna Army Depot in Tobyhanna, PA. The Government estimates the project to be between $150,000 and $250,000. Bids are due by 1:00 PM EST on October 30, 2024, and will be publicly opened. A site visit is scheduled for October 16, 2024. Questions were accepted until October 17, 2024 and the Q&A document will be incorporated into the final contract. Key details addressed in the Q&A include confirmation of transformer removal and vault demolition, material disposal requirements, acceptance of warm mix asphalt, traffic control plan needs, and clarification that CLIN 0002 is a Not Separately Priced line item. The Government indicated they will consider extending the period of performance if weather becomes unsuitable for paving during the initial scheduled timeframe.

Request for Proposal W51AA1-25-R-0003 Project Title: U-Lot Paving and Line Painting

Exhibit 6 - Questions and Answers Rev. 1

Date: 23 October 2024

Note: Verbiage may have changed from the initial Requests for Information (RFI)/Questions submitted, however, the context of the questions did not. Similar questions may have been combined and one answer provided. If you feel as though a(n) RFI/Question you submitted was not addressed, or was done so without providing a clear and concise answer, please notify the Contracting Officer, Mark Buonomo.

This Question and Answer document shall be incorporated into the solicitation and any resultant contract and considered binding.

Question #1: Please confirm if the transformer being removed is sitting on a vault and will need to be demoed and filled in.

Answer #1: The transformer has been removed and vault was demoed 2 feet below grade and backfilled.

Question #2: Please confirm that all excess blacktop and stone will need to be disposed of off the base.

Answer #2: Confirmed. Material to be disposed of off the base. However, Contractors may submit a request to the Government to dispose of material onsite.

Question #3: Due to the time of the year that paving will occur, is it acceptable to change the wearing course to a warm mix asphalt design or wait to top the parking lot when the weather conditions permit in the spring?

Answer #3: Warm mix is acceptable for wearing course application.

Question #4: Please confirm that an official traffic control plan will be needed and how much notice will be needed for the shutdown?

Answer #4: A formal traffic control plan is not required. However, access to 1B West will need to be maintained throughout performance.

Question #5: Reference solicitation, CLIN 0002. Confirm that item needs no pricing, due to it being a post award document ?

Answer #5: Confirmed. Bidders are instructed NOT to submit pricing for CLIN 0002 or to complete Exhibit 5 - CDRL 001. CLIN 0002 is a Not Separately Priced (NSP) line item and Exhibit 5 is to be completed by the awardee after contract award.

Question #6: Could you confirm the project has to be completed within 70 calendar days from the date of award? By the time all approvals are finalized, and construction is ready to begin, it will be close to Thanksgiving. During this time of year, temperatures in the Pocono Mountains are highly variable and unpredictable. Given these factors, is it possible to defer the project until Spring 2025

Answer #6: The anticipated number of calendar days to complete the project in its entirety shall remain unchanged. However, if, during performance, weather becomes unsatisfactory, the Government will consider stopping work and extending the PoP to allow completion in Spring 2025.

Question #7: As an IFB solicitation, will the government be accepting emailed proposals? Or will only mailed/hand-delivered packaged proposals be accepted?

Answer #7: Electronic bids are not acceptable. Only hand delivered or mailed bids, submitted in accordance with the instructions in the solicitation, will be eligible for award. This is to maintain the sealed bid nature of the solicitation.

Question #8: Are contractors also required/expected to attend the open bid at Tobyhanna Army Depot, Bldg 11, Wing D, 2nd Floor, ACC Conf. Room on October 30th?

Answer #8: While bids will be opened publicly, Offerors are NOT required to be present at the bid opening in order to receive an award.
