About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation W51AA1-25-Q-0070 for a Fiber Laser Cutting Machine, with a solicitation closing date of September 3, 2025 at Noon. The Q&A addresses three key operational inquiries from potential vendors, including guidelines for machine removal, pre-installation procedures, and equipment specifications.
The responses provide clarity on removal protocols, noting that OSHA Federal and State guidelines must be followed for machine disconnection and removal. Specific details include: permission to cut up the old laser in the current building with a potential requirement for a hot work permit, flexibility on forklift type (propane is acceptable for equipment removal), and potential need for fire department permits at the Tobyhanna site. The document appears to be part of the procurement process for the Tobyhanna Army Depot (TYAD), offering vendors additional operational context for the laser cutting machine replacement project.

Questions and Answers
Fiber Laser Cutting Machine Solicitation W51AA1-25-Q-0070 Solicitation Closing Date is Sept. 3,2025 at Noon
1) Do you have any documentation outlining preinstall guidelines for the existing machine. This information would be helpful for our rigger to better understand the disconnection and removal of the LVD system.
Answer: Policy for this is by OSHA Federal, State Governing guidelines you will need to follow in house.
2) Page 12, 4.2 is removing the old laser. Can we start cutting up the small laser in the current building? Does it have to go to a storage building first? If so, then we wait to hear from TYAD when the old unit can be scrapped? Are we responsible from complete removal and disposal from TYAD site?
Answer: They could cut it up in the location but will need a hot work permit if there is a spark, or open flame depending on the way you break it down. Permits may be required from the fire department at Tobyhanna.
3. Rigger question: The outline calls for electric forklifts. Can any exceptions be made here? It is incredibly challenging to find an electric forklift with the required capacity to move these machines. The rigger would be using a propane lift if permitted.
Answer: Propane is fine to use on a equipment to remove the old device
