About this file
This is a Question and Answer document for solicitation W51AA1-25-Q-0024 regarding TMDE Calibrations services for the Department of the Army. The document clarifies several key aspects of the requirement.
The Q&A establishes that all 13 pieces of equipment will be available simultaneously for calibration during a single annual visit, with flexibility in scheduling. No contingency plans are needed for equipment availability. The calibration must follow OEM specifications and standards. Required training includes OPSEC (1 hour, remote via MS Teams) and iWATCH/Antiterrorism training (2 hours, in-person or MS Teams). Technicians will not need CAC cards or ALERT system enrollment for base access. While the contract is designated mission-essential, additional travel beyond the scheduled calibration visit is only required for unforeseen security issues, with any such guidance to come from ACC. If government-imposed restrictions require additional visits, guidance for cost implications would need to come from ACC.

Question and Answers: Solicitation: W51AA1-25-Q-0024 TMDE Calibrations
1. Equipment Availability & Scheduling –
a) Will all 13 pieces of equipment be available at the same time for calibration, or will we need to coordinate individual scheduling with the WIC POC?
1. Yes. All available.
b) What contingency plans are in place if some of the equipment is unavailable during the scheduled visit? Would there be any penalties or reductions in compensation if certain items are not available for calibration due to government actions?
1. All will be available. No need for contingency plans.
c) Can we complete all required calibrations in a single annual visit, or is multiple travel required?
1. Single, annual visit is requested.
d) If multiple visits are required, what is the expected frequency?
1. N/A
e) Will there be flexibility in scheduling to accommodate our availability and resource planning?
1. Yes. I am open to completing effort on their schedule.
2. Travel Requirements – Given that this contract is designated as mission-essential, would we be required to travel beyond the scheduled calibration visit for emergency responses, security exercises, or training requirements?
1. I don’t see why they would need to be here outside of their one visit. No requirement to travel beyond the scheduled visit unless an unforseen security issue comes up.
3. Security & Access – Will technicians be required to obtain a CAC for base access and enrollment in the ALERT! MWNS system? If not, will there be an alternative process for compliance?
1. Not required to get a CAC or sign up for the alert system.
4. Unplanned Visits & Cost Implications – If government-imposed restrictions (e.g., missing equipment, security delays, base closures) require us to make additional visits, will the government cover travel costs or allow schedule adjustments?
1. No known reasons for this unless a serious security incident occurs. If it does however occur, that guidance needs to come from ACC. Not me.
5. Training Requirements – Can mandatory training (iWATCH, Antiterrorism Level I, OPSEC) be completed remotely before deployment, or is in-person training required on-site?
1. OPSEC can be remote (MS TEAMS) about an hour of training
2. iWATCH and Antiterrorism training is in person or on MS TEAMS. Expected duration is 2 hours.
6. Is this a base-level calibration is needed or accredited calibration instead?
1. OEM Specification calibration is being used. (The exact standards and procedures set by the Original Equipment manufacturer.)
