About this file
This is a Request for Information (RFI) Responses document that addresses five key clarifications to Amendment 0001 of solicitation W519TC27QA010 for Non-Micronized Pentaerythritol issued by Army Contracting Command - Rock Island.
The document clarifies critical procedural and contractual matters: (1) access to controlled technical data (drawing 36-1-317 Rev F and QAR/1633 files) requires submission through SAM.gov by the contractor's Data Custodian with CAGE code and UEI, plus an active Joint Certification Program (JCP) certification (DD Form 2345), with approval expected within one business day; (2) First Article Test (FAT) delivery dates and lead times will be updated bilaterally at contract award to align with the actual signature date, with the 2 lb FAT sample to be shipped to Pine Bluff Arsenal Central Receiving & Shipping Point, Building 53-990, 506th St., Pine Bluff, AR 71602, and the FAT sample will not count toward the 41,800 lb production quantity under CLIN 0001; (3) the liquidated damages rate listed as $112,492 per calendar day was a typographical error and will be corrected to $500.00 per calendar day of delay in an upcoming amendment; (4) the 100% option quantity will be evaluated at time of award, and FAR Clause 52.217-3 (Evaluation Exclusive of Options) will be replaced with FAR Clause 52.217-5 (Evaluation of Options), with total evaluated price including both base and option quantities; and (5) products from any domestic U.S. manufacturer are acceptable provided they fully conform to drawing 36-1-317 Rev F specifications and pass mandatory FAT, with no specific source requirement mandated.

1. Drawing / controlled attachments: Attachment 0003 (drawing 36-1-317 Rev F) and the QAR/1633 files show as controlled on SAM.gov. Please confirm the correct process and expected turnaround for access when our Data Custodian requests access via SAM with our CAGE and UEI. Is any additional certification (e.g., JCP/DD2345) required beyond the SAM access request described in the solicitation?
Please refer to page 4 of the solicitation, Drawing Access Instructions. The request on SAM.gov must be submitted by your organizations designated Data Custodian. When submitting a request, include Cage Code and Unique Entity Identification (UEI) number in the SAM.gov comment block to expedite verification. Access to these militarily critical technical data packages requires an active Joint Certification Program (JCP) certification (DD Form 2345) linked to your CAGE code. Approval takes approximately one business day.
2. First Article: CLIN 0002 calls for a 2 lb FAT. Clause 52.209-4 says deliver 2 lb within 60 calendar days of award for Government testing at Pine Bluff Arsenal, with Government action in 14 days, while Section F also shows a 30 Dec 2026 FAT date. Which date/clock controls if award is later than expected? Where exactly should the FAT sample be addressed/marked, and may the approved FAT count toward CLIN 0001 quantity?
a. The delivery dates and lead times currently listed in the solicitation are administrative estimates. At the time of contract award, both Section F and FAR Clause 52.209-4 will be bilaterally updated to align with the actual date of contract signature and the final agreed-upon lead times proposed by the successful offeror.
b. The First Article Test (FAT) physical sample must be shipped to the following address:
Pine Bluff Arsenal Central Receiving & Shipping Point (CRSP) Building 53-990, 506th St.
Pine Bluff, AR 71602
c. The FAT sample delivered under CLIN 0002 is for government evaluation purposes only and will not count toward the production quantity required under CLIN 0001. The contractor remains obligated to deliver the full production quantity specified in CLIN 0001.
3. Liquidated damages: FAR 52.211-11 in the solicitation states liquidated damages of $112,492 per calendar day. Please confirm that amount is intentional (it appears high relative to the CLIN quantities) or advise if it will be corrected by amendment.
The Government acknowledges that the listed rate of $112,492 per calendar day is a typographical error. We appreciate the offeror bringing this discrepancy to our attention.
FAR Clause 52.211-11 (Liquidated Damages—Supplies, Services, or Research and Development) will be officially updated in an upcoming solicitation amendment.
The correct liquidated damages rate will be established at $500.00 per calendar day of delay.
4. Option evaluation: Section A says the 100% option quantity will be evaluated at time of award, but Section M incorporates FAR 52.217-3 Evaluation Exclusive of Options. Which controls for the evaluated price?
The 100% option quantity will be evaluated at the time of award. The inclusion of FAR 52.217-3 in Section M was administrative error and is inconsistent with the Government's evaluation intent.
FAR Clause 52.217-3 (Evaluation Exclusive of Options) will be removed from the solicitation in its entirety. It will be replaced with FAR Clause 52.217-5 (Evaluation of Options).
The total evaluated price for the purpose of source selection will be calculated based on the total contract value, which includes the base quantity and the 100% option quantity.
5. Equal / alternate source: Is product equal to drawing 36-1-317 Rev F from an alternate U.S. manufacturer acceptable if it meets the drawing requirements and passes FAT, or is a specific source required?
No specific source is required. Products from any domestic manufacturer are acceptable, provided they fully conform to all specifications on drawing 36-1-317 Rev F and successfully pass the mandatory First Article Testing (FAT).
