This is Amendment 0001 to Solicitation W519TC-27-Q-A003, issued by Army Contracting Command - Rock Island on October 6, 2026, providing a contractor question and answer response regarding a missing technical specification document.

The solicitation is for M82 Setback Pin components to support Pine Bluff Arsenal under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. This is a 100% Small Business Set-Aside under NAICS 332992 (Small Arms Ammunition Manufacturing) with a 1,300-employee size standard. The requirement will result in a single Firm-Fixed Price contract with a Base Year and an Option Year utilizing range pricing. Base Year pricing is evaluated at 100% of the proposed price. Option Year evaluation applies weighted percentages to four quantity ranges: Range 1 (1,000-2,999 units, 50% weight), Range 2 (3,000-5,000 units, 30% weight), Range 3 (5,001-10,000 units, 10% weight), and Range 4 (10,001-46,000 units, 10% weight). The government will calculate a Total Evaluated Price combining Base Period Total Price and Option Year Total Weighted Price. Four Contract Line Items are established: CLIN 0001 and 0002 for Base Year production and First Article Test (46,000 units and 1 lot of 10 units, respectively), and CLIN 1001 and 1002 for Option Year range pricing and First Article Test. Delivery shall be made to Pine Bluff Arsenal, Central Shipping Receiving Point, Building 53-990, 504th Street, Pine Bluff, Arkansas 71602-9500. Inspection and acceptance occur at destination with FOB destination terms. All carrier shipments must be scheduled in advance through the Carrier Appointment System (TEAMS). Receiving hours are 6:30 AM to 2:30 PM CST Monday through Thursday; no Friday shipments accepted. Complete quote packages must include the solicitation and Attachment 0001 (Price Matrix) and must be submitted by email to Jennifer Edwards (Contract Specialist) and Michelle Lund (Contracting Officer) before 1:00 PM CDT on October 21, 2026. Quotes remain valid for 60 days. Contractors must be registered in the System for Award Management (SAM) and provide CAGE Code and DUNS number. First Article samples (10 units) with detailed FA Reports including material certifications must be submitted within 60 calendar days of contract award. Quality acceptance uses MIL-STD-1916 with Verification Level IV for major characteristics and VL II for minor characteristics. Offeror questions must be submitted by 8:00 AM CDT on October 9, 2026. Amendment 0001 specifically provides Detail Specification EA-G-1723C as Attachment 0003; this restricted document is available by requesting access via SAM.gov with a current DD2345 for the data custodian.
