About this file
This document is a Solicitation Questions and Responses file for federal contract PR 2023-0742 addressing utility installation at an RV campground site, dated 11 September 2026.
The Q&A clarifies technical specifications and requirements for gas, electrical, and water infrastructure installation. Key responses include: the high-pressure gas main is owned by RIA with three approved contractors available for hot tapping services; gas main installation must follow detail sheets B.02, B.03, and B.04; the solicitation will be amended to include non-working days to account for transformer delivery time of up to 48 weeks; remanufactured transformers are acceptable if listed plan and specification options are available; the transformer configuration must be live front with bayonet fusing internally (removing load break elbows and limiting fuse references); rebar is not required in the ductbank; transformer pad footings must be on all four sides; the transformer is 480/277 volt three-phase; DC Hi-Pot cable testing is acceptable as an alternative to VLF testing; HDPE piping specifications reference IPS sizing with DIOD (ductile iron outside diameter) for water mains; contractors may use boring, direction drilling, or trenchless methods to avoid Rodman Avenue closure restrictions at their own risk and cost; approximately 595 cubic yards of rock excavation is estimated per Drawing Sheet C.01; and future work referenced on drawings is not part of the current solicitation. The responses also reference applicable FAR clauses regarding BABA/AIS restrictions and direct contractors to specific specification sections for metering and other requirements.

Install Utilities RV Campground Site (PR 2023-0742)
Solicitation Questions and Responses (1-19) 11 Sept 2026
Question 1: Is the high-pressure gas main owned by RIA or Midam on the island?
Do you have any contacts for someone who taps the main for any other work on RIA?
Response - It is owned by RIA. Three firms that have the capability to do the hot tap are: ISCO Industries (800-633-7131), Ragan Mechanical (563- 326-6224), and Modern Piping (319-841-1111).
Question 2: The gas service through the RV park is not taken into account the future grades of the RV Park, can this be coordinated so the gas main has enough bury depth on the campground?
Response - The gas main depth has been coordinated with the RV Park drawings based upon the minimal information that has been received on that project. OR Install the gas main and cover in the manner indicated on the detail sheet (B.02, B.03, and B.04) provided for this project.
Question 3: The current lead time of the Transformer is 48 weeks after approved drawings, how do we make a schedule for the project for submission with the bid?
Response - The solicitation will be amended to include non-working days to account for the transformer delivery time.
Question 4: A new transformer will take up to 2 years to Be manufactured and delivered on site. If we use a remanufactured transformer the delivery time will be a maximum of 48 weeks. Will a remanufactured transformer be allowed? If so, some of the testing and information required in the specifications will not be able to be provided. We have used these Transformers in the past on the Arsenal and the government has okayed their use.
Response - Use of a remanufactured transformer is acceptable provided that the listed options in the plans and specifications are available on the remanufactured unit.
Question 5: All of the transformer options may exceed the end date. Are we to include liquidated damages and for the remainder or will the job be suspended until the transformer comes in and is installed.
Response - Refer to the response to Question 3.
Question 6: On sheet E 22 there is a detail for the transformer. The detail shows load brake elbows. On Note 3 below it calls for live front transformer these two conflict, what is the proper configuration.
Response - Live front is the proper configuration. Remove the load break elbows in the detail.
Question 7: On sheet E 22 on the transformer detail there is bayonet fusing and current limiting fusing shown internally in the transformer. Typically, this is not done for Public Works projects. We have seen this used on some Corps of Engineers projects. Please advise if this fusing is required.
Response - Bayonet fusing is our preference. Delete the reference to the internal limiting fuses.
Question 8: On sheet E 22 there is a conduit routing section but there is no duct bank detail is rebar required in the duct bank and if so where is it located.
Response - Rebar is not required in this ductbank.
Question 9: On sheet E 22 there is a detail for the transformer pad section. There is no top view of that pad. That makes it unclear whether there are four walls to the pad underground or just two. Please advise if there are four walls or two for this pad.
Response - The footings are on all four sides of the transformer pad.
Question 10: On sheet E 23 there is a detail showing existing upgraded pole 36.
On this drawing it shows three single 15 KV cutouts. Recently there has been a change to using hook operated group switches. Will that be required for this project.
Response - Refer to the response in Question 6.
Question 11: After reviewing the drawings, I have not been able to find what the voltage is and phasing on the new pad mount transformer. Will this be a 480 /277Volt three phase transformer?
Response - Yes, the transformer is 480/277 3 phase. Refer to note 5 on Drawing E.02.
Question 12: In the specifications there is a section mentioning metering. I do not see any metering shown on the plans. Will primary meteor ring or secondary metering be required on this installation?
Response - I am assuming that this refers to the electrical service. Refer to paragraph 2.2.1.2 in Specification Section 26 12 19.
Question 13: In the testing specification it calls for VLF testing of the cables. Is a DC hy-pot test acceptable?
Response - DC Hi-Pot testing is acceptable.
Question 14: I have a question on the HDPE, are you requesting; CTS or IPS for the 1” Gas Line, and IPS or DIPS for 8” water main?
Response - The pipe sizes refer to IPS. Water HDPE should use DIOD (ductile iron outside diameter) per Appendix A Specification section 33 11 00, paragraph 2.1.1.2.1.
Question 15: Are there any BABA / AIS restrictions on this project?
Response - Refer to the following clauses within the solicitation: FAR 52.225-9 (Page 29-32), FAR 52.225-9(b)(2) – Page 32, DFARS 252.225-7044 (Page 43), and FAR 52.225-10 (Page 62).
Question 16: Is boring under Rodman allowed?
Response - Boring, direction drilling, or another “trenchless” method may be selected by the contractor, at the contractor’s risk, liability, and cost, to avoid the Rodman Avenue closure restrictions.
Question 17: What cover should be provided for the 1” gas main given the future work is likely to change grades and those are not known at this time.
Response - See response for Question 2.
Question 18: What is the depth and amount of bed rock to be expected?
Response - Rock and bedrock are anticipated to be found in the performance of this project. The estimated rock excavation (measured in situ) is 595 cubic yards (See Drawing Sheet C.01). Be attentive to the bid items and the specific line called out for this work item.
Question 19: When is the future work reference on drawings going to be open for bids?
Response - The future work referenced on the drawing is not designed, funded, or solicited by the parties involved with the current solicitation.
