About this file
This is Amendment 0001 to Solicitation W519TC26RA058, issued by the U.S. Army Ammunition Plant on August 19, 2026, with an effective date of August 19, 2026. The amendment modifies delivery and payment terms for multiple contract line items (CLINs) and updates proposal submission instructions. For CLINs 0001, 0002, and 0003, the Free on Board (FOB) point changes from Destination to Origin (Shipping Point), and the payment method shifts from Contractor to Government. For CLIN 0005, the opposite occurs—FOB changes from Origin to Destination, and payment responsibility transfers from Government to Contractor. The amendment adds language to Section L regarding the use of Artificial Intelligence (AI) tools in proposal evaluation, clarifying that while AI may assist in analysis and review tasks, all final evaluation judgments and source selection decisions remain the exclusive responsibility of duly appointed Government personnel. The amendment also corrects FOB details outlined on pages 38-40 and adds provisions to Section L.2.3 permitting proposals to be submitted via email or DOD Safe link for offerors without Procurement Integrated Enterprise Environment (PIEE) access, with contact information provided for four Army contract specialists.
The solicitation seeks proposals on a Firm Fixed Price basis for the production and delivery of specified Department of Defense Identification Codes (DODICs). Offerors must submit technical proposals addressing a proposed delivery schedule meeting or exceeding requested dates, a detailed project plan with Work Breakdown Schedule, milestones with completion criteria, and realistic task durations with supporting rationale. Past performance documentation must include current delivery schedules for similar items (MD65, MD66, or family equivalents) and disclosure of any adverse performance, including contract deficiency reports, corrective actions, and federal legal settlements. Small business participation requirements mandate submission of a Small Business Participation Commitment Document, payment procedures for timely subcontractor compensation, compliance documentation with Small Business Subcontracting Plans, and three Individual Subcontracting Reports or Summary Subcontract Reports from recent contracts. Offerors must complete the provided Price Matrix with firm fixed unit prices limited to two decimal places and submit a Property Management Plan detailing internal controls for Government property. Proposals must be submitted electronically via PIEE by the specified deadline and must include acknowledgment of all amendments.
