ADDENDUM TO FAR 52.212-2: EVALUATION

1. Basis for Award (Comparative Evaluation)

The Government intends to award a single Firm-Fixed-Price contract using a Comparative Evaluation of quotes in accordance with FAR Part 12 commercial procedures. The Government will compare quotes directly to one another to determine which offer provides the best overall value.

2. Evaluation Factors

Quotes will be compared based on the following factors:

Factor 1: Personnel Qualifications

The Government will review the submitted resumes and certificates. Quotes that fail to provide a valid Parent Educator certificate, or fail to meet the minimum Bachelor's degree and 2-year experience requirement, will be considered unawardable.

Comparative assessment: When comparing acceptable quotes, the Government may view quotes offering personnel whose resumes demonstrate a deeper, more relevant familiarity with the military system more favorably.

Factor 2: Past Performance

The Government will compare the relevance and quality of the offerors' past performance. The Government may contact the provided references or use data from CPARS. Offerors with past performance specifically on military installations or supporting military families may be viewed more favorably when compared to those with strictly commercial/civilian past performance.

Offerors with no past performance will not be evaluated favorably or unfavorably on this factor.

Factor 3: Price

The Government will evaluate the Total Evaluated Price (TEP) for fairness and reasonableness.

The TEP will be calculated by adding the prices of the Base Period, all Option Years, and the 6-month extension (52.217-8). Evaluation of options shall not obligate the Government to exercise the option(s).

3. Award Decision:

Award will be made to the responsible offeror whose quote is determined to be the most advantageous to the Government, price and other factors considered. Under FAR Part 12 comparative evaluation procedures, the Government will make a direct, side-by-side comparison of all acceptable quotes. The Government reserves the right to select a quote that is higher priced if the comparative analysis demonstrates that the qualifications or past performance of the proposed staff represent a better overall value and are worth the additional cost.
