About this file

This is a Solicitation Questions and Responses document for the Repair Deep Well 51 for Closure project at Rock Island Arsenal Garrison (RIAG), dated June 4, 2026.

The document clarifies key project requirements and constraints through twelve questions and answers. The contractor must use Illinois Department of Transportation seed mix for final site seeding and must provide temporary fencing at least 6 feet tall bound to existing fencing and secured against overturning, with the option to use snow fence if it meets security requirements. The site must remain secure at all times, with temporary fence closures maintained during non-working periods. Work must begin within fifteen (15) working days of receiving the Notice to Proceed and be fully completed within ninety (90) working days, with liquidated damages of $1,000 per day for delays. Payment and Performance bonds are required per FAR clause 52.228-15. The government will provide electricity and water at no additional charge; contractors must request water location when submitting staging area requests. Pumping equipment has already been removed from the well and requires no contractor action. Sampling and testing of waste groundwater is mandatory, with lab selection at the contractor's discretion. All general contractor employees and subcontractors must complete one-hour in-person AT Level 1 training (delivery drivers are exempt but require federal installation identification). Fill materials, topsoil, and other delivered products must come from manufacturers providing product classification and contents documentation; on-site topsoil is expected to be sufficient for final site dressing. The fill material specifications have been designated in the design and may not be modified by contractor proposal.

Repair Deep Well 51 for Closure Solicitation Questions and Responses 04 June 2026

Question 1: Is there a specific grass seed that needs to be used?

Response: Per Appendix 3; Section 33 11 13; Paragraph 1.1.2. calls for “seeding with an Illinois Department of Transportation seed mix,”

Question 2: Is the underground piping terminated?

Response: The underground piping was previously terminated and was not included as an item of work for this project. The old feeder discharge from the well shaft would have been capped circa 2022, in conjunction with demolishing the old well house and basement.

Question 3: Can the water hydrant near be used?

Response: Per Scope of Work (SOW) paragraph 1.3.2, “The Government shall furnish on Rock Island Arsenal Garrison (RIAG) at no additional charge, the use of electricity and water.” The location from which water is delivered can be requested when requesting a “Staging Area” as outlined in SOW Paragraph 1.3.1.

Question 4: Is snow fence acceptable for temporary fencing?

Response: Snow fence is often used for temporary fencing. Snow fence can be used if it can be installed such that it accomplishes:

a. Per Appendix 3; Section 33 11 13; Paragraph 1.3.3, “Access to the well site is the responsibility of the Contractor. Determine the quantity of temporary fence required to maintain the secure perimeter around the water treatment plant.”

b. Per SOW paragraph 4.7.1.1 “The fence must be at least 6ft tall bound to the current fence and secured from overturning and unauthorized removal.”

Question 6: Please clarify the project completion time. On Page 2 of the

Solicitation, it mentions 90 days from Notice to Proceed (NTP) with $1,000 per day in liquidated damages. However, in the addendum to 52.212-4 it states 15 working days.

Response: Work will begin within fifteen (15) working days after the Contractor receives the Notice to Proceed (NTP). Full completion of work will be no later than ninety (90) working days after the date the Contractor receives the NTP.

Question 7: Will Payment and Performance bonds be needed?

Response: Reference FAR clause 52.228-15, Performance and Payment Bonds -

Construction on Page 62 of the Solicitation.

Question 8: Just to confirm, there is no pumping equipment in the well and none has to be removed?

Response: Correct, pumping equipment has been removed.

Question 9: Please confirm that sampling and testing of any waste groundwater is required. If so, what lab has the Arsenal used in the past and what turnaround time was used?

Response: Sampling and testing of any waste groundwater is required. Reference SOW, Paragraph 4.6 and subparagraphs under “TESTING WATER REMOVED FROM WELL” requiring the storage, samples, and disposals of water removed from the well are requirements. The lab to be used is at the Contractor’s choice.

Question 10: Will delivery drivers be required to complete onsite training?

Response: All employees of GC and their subs are required to take a one hour in person AT Level 1 Training. Dates and times will be provided after award. Delivery drivers will need to have proper identification for federal installations access and AT Level 1 Training is not required.

Question 11: For the fill dirt and soil (250 cubic feet), is there any sampling required for TACO criteria prior to brining onsite?

Response: Topsoil on site is expected to be sufficient in quantity to accomplish the final dressing of the site. However, completing the work may require the topsoil to be stockpiled and then redistributed. All items delivered to site are expected to be “products” (gravel, bentonite grout, chips, cement, disinfectant, fill dirt, topsoil, seeds, etc.) with a manufacturing firm providing classification and contents of the product.

Question 12: Is the open limestone borehole (not cased) considered water bearing? If not, we would like to propose sealing with bentonite from 380 to 37 feet.

Response: Fill material has been specified in design.
