About this file

This is Amendment 0001 to Solicitation W519TC26QA195, issued by Army Contracting Command - Rock Island (ACC-RI) on September 3, 2026. The amendment reassigns the points of contact for the solicitation: John Jacobsen becomes the new Contract Specialist (john.e.jacobsen16.civ@army.mil) and Kelly Hendricks becomes the new Contracting Officer (kelly.d.hendricks5.civ@army.mil). All questions and quotes must be submitted to the Contract Specialist's email address.

The underlying solicitation seeks commercial base operations support equipment for Rock Island Arsenal - Joint Manufacturing and Technology Center, specifically M178/M127/M182 gages for SBG-622 and SBG-623. The Government intends to award one Firm Fixed Price purchase order to the lowest price, responsive, and responsible contractor under FAR Part 12 authority. Quotes must be valid for 60 calendar days and include all costs with delivery to Rock Island Arsenal, Illinois 61299. Invoicing occurs through the Wide Area Workflow (WAWF) with payment by the Defense Finance and Accounting Service (DFAS). A one-year warranty begins upon equipment delivery and invoice acceptance. Delivery is critical; failure to meet contractual schedules may result in order termination. The contractor must ensure visitors and transportation providers pre-register at least three business days before arrival at the installation. Receiving hours are Monday-Friday, 6:30 a.m. to 2:00 p.m. CST, excluding federal holidays, with no appointments necessary.

Section A Narrative:

1. The Army Contracting Command - Rock Island (ACC-RI), hereby issues Solicitation W519TC- 26-Q-A195 BASE OPS - M178/M127/M182 GAGES SBG-622, SBG-623 in support of the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). The award will be issued in accordance with RFO FAR Part 12 (Acquisition of Commercial Products and Commercial Services). The Government intends to award one (1) Firm Fixed Price (FFP) Purchase Order to the lowest price, responsive, and responsible contractor whose quote conforms to the terms and conditions of the solicitation and represents the lowest total evaluated price. Contractors are responsible for providing their best price at the time of the quote submission. Contractor's responsibility will be determined as outlined in FAR 9.104-1. The Government intends to evaluate proposals and issue an award without discussion with Offerors.

2. Quotes shall be valid for a period of 60 calendar days from the required submission date.

Attachments:

3. Quotes MUST include all costs, including delivery of supplies to Rock Island Arsenal, IL 61299.

4. Invoicing is to be done via the Wide Area Workflow (WAWF), with payment being made by the Defense Finance and Accounting Service (DFAS).

5. The one-year warranty period will begin once the equipment has been delivered to Rock Island Arsenal and the invoice has been accepted in WAWF.

6. On time delivery is very critical. Therefore, the contractor must adhere to the delivery requirements indicated in the subsequent award. Failure to comply with the contractual delivery schedule in the subsequent award may result in termination of the order or require consideration if the Government elects to extend the delivery. The Government is not required to extend the delivery schedule if you encounter delays. The nonavailability of raw materials, subcontractor issues, scheduling conflicts, etc. are not acceptable excuse for failing to meet the delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and/or Contracting Officer designated in this contract prior to being late. Contractors must provide written notice of what the delay is, the new proposed delivery schedule, and offered consideration for the delay for Government consideration. If the Government elects to extend your delivery, a formal modification will be implemented.

It is the responsibility of the contractor to ensure they are providing quality products that conform to the contract terms and conditions (to include delivery schedule). Delivery of nonconforming products results in delivery/acceptance delays and increased cost to the Government. Early Delivery is acceptable as long as the warrant for each item starts on the date delivery has been requested.

Earlier deliveries are authorized at no additional cost to the Government.
