About this file
This is a Request for Quote (RFQ) for commercial products issued by the Army Contracting Command - Rock Island (ACC-RI) on behalf of Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). Solicitation number W519TC26QA195 seeks manufacturing of four types of precision thread plug gages: SBG-622 GO THREAD PLUG GAGE, SBG-623 NO GO THREAD PLUG GAGE, SBG-620 GO THREAD PLUG GAGE, and SBG-621 NO GO THREAD PLUG GAGE. The Government intends to award one Firm Fixed Price (FFP) purchase order to the lowest price, responsive, and responsible contractor. The offer due date is September 9, 2026, at 11:00 AM, and quotes must remain valid for 60 calendar days from submission. All four line items (CLINs) require three units each of precision-manufactured thread gages per the specified drawings (12576070 and 11636260RIA), with delivery required by November 4, 2026, to Building 299 at Rock Island Arsenal, Illinois 61299-5000.
All quotes must include delivery costs to Rock Island Arsenal, with the contractor bearing transportation costs under FOB Destination terms. Invoicing shall be processed through the Wide Area Workflow (WAWF) system with payment by the Defense Finance and Accounting Service (DFAS). A one-year warranty period begins upon delivery and invoice acceptance in WAWF. On-time delivery is critical; failure to meet the contractual delivery schedule may result in order termination. The facility requires visitor access passes, with pre-registration recommended at least three business days prior to delivery. Receiving hours are Monday through Friday, 6:30 AM to 2:00 PM Central Standard Time, excluding federal holidays. Government points of contact are Contract Specialist Angel Traman (520-693-0515; angel.j.traman.civ@army.mil) and Contracting Officer Daniel Sinnott (daniel.s.sinnott.civ@army.mil). The acquisition is unrestricted and falls under NAICS code 332999 (All Other Miscellaneous Manufacturing).

Section A - Solicitation/Contract Form
BASE OPS - M178/M127/M182 GAGES SBG-622, SBG-623Instrument Name:
Product Service Code : 5220
Section A Narrative:
1. The Army Contracting Command - Rock Island (ACC-RI), hereby issues Solicitation W519TC- 26-Q-A195 BASE OPS - M178/M127/M182 GAGES SBG-622, SBG-623 in support of the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). The award will be issued in accordance with RFO FAR Part 12 (Acquisition of Commercial Products and Commercial Services). The Government intends to award one (1) Firm Fixed Price (FFP) Purchase Order to the lowest price, responsive, and responsible contractor whose quote conforms to the terms and conditions of the solicitation and represents the lowest total evaluated price. Contractors are responsible for providing their best price at the time of the quote submission. Contractor's responsibility will be determined as outlined in FAR 9.104-1. The Government intends to evaluate proposals and issue an award without discussion with Offerors.
2. Quotes shall be valid for a period of 60 calendar days from the required submission date.
Attachments:
Attachment 0001: Drawings 12576070 and 11636260RIA
3. Quotes MUST include all costs, including delivery of supplies to Rock Island Arsenal, IL 61299.
4. Invoicing is to be done via the Wide Area Workflow (WAWF), with payment being made by the Defense Finance and Accounting Service (DFAS).
5. The one-year warranty period will begin once the equipment has been delivered to Rock Island Arsenal and the invoice has been accepted in WAWF.
6. On time delivery is very critical. Therefore, the contractor must adhere to the delivery requirements indicated in the subsequent award. Failure to comply with the contractual delivery schedule in the subsequent award may result in termination of the order or require consideration if the Government elects to extend the delivery. The Government is not required to extend the delivery schedule if you encounter delays. The nonavailability of raw materials, subcontractor issues, scheduling conflicts, etc. are not acceptable excuse for failing to meet the delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contract Specialist and/or Contracting Officer designated in this contract prior to being late. Contractors must provide written notice of what the delay is, the new proposed delivery schedule, and offered consideration for the delay for Government consideration. If the Government elects to extend your delivery, a formal modification will be implemented.
W519TC26QA195
It is the responsibility of the contractor to ensure they are providing quality products that conform to the contract terms and conditions (to include delivery schedule). Delivery of nonconforming products results in delivery/acceptance delays and increased cost to the Government. Early Delivery is acceptable as long as the warrant for each item starts on the date delivery has been requested.
Earlier deliveries are authorized at no additional cost to the Government.
