About this file
This is a Statement of Work for the replacement of fire tubes on two Cleaver-Brooks boilers (Model CB200-250-150ST, Serial Numbers L54363 and L54362) located in Building 165 at the McAlester Army Ammunition Plant (MCAAP). A severe leak in an isolated fire tube has rendered both units inoperable, requiring restoration to safe operational status.
The contractor shall mobilize a certified boiler mechanic and supply all necessary specialized tools, piping, hardware, and electrical components to complete the work. Technical execution includes cutting two flush patches on each side of the fire tunnel (or utilizing tube ligament repair as a secondary option if flush patching is infeasible), removing legacy fire tubes and installing government-furnished replacement tubes, and performing seal welding in accordance with applicable ASME codes. The contractor is responsible for performing a hydrostatic test of both boilers up to standard operating pressure to verify structural integrity and completing formal closing/sealing of both waterside and fireside of the vessels. Daily housekeeping is required to restore the work area to pre-work condition, with the contractor responsible for disposing of generated waste into government-provided dumpsters. All work must be completed within 30 calendar days of mobilization during normal business hours (Monday through Friday, excluding federal holidays) unless authorized in writing by the Contracting Officer. The contractor must comply with all OSHA guidelines and USACE EM 385-1-1 safety regulations and is responsible for damage caused directly by contractor personnel or equipment. All contractor personnel must be U.S. citizens, pass background checks for MCAAP entry credentials, and coordinate gate access at least two business days prior to mobilization. The Government will furnish replacement fire tubes, utilities (electricity, water, sanitary facilities), and on-site trash dumpsters.
