About this file

These slides are for an Industry Day event on 29-30 April 2025 for a Sources Sought Notice regarding the expansion of IMX-104 explosive manufacturing capabilities at the Holston Army Ammunition Plant (HSAAP) in Kingsport, Tennessee. The U.S. Army Contracting Command-Rock Island (ACC-RI) is seeking potential contractors to design, construct, and commission a new manufacturing facility capable of producing approximately 10-13 million pounds of IMX-104 annually, either at HSAAP or another location within the Continental United States.

The acquisition will be a non-competitive, sole-source undefinitized contract action (UCA) with a Firm Fixed Price (FFP) ceiling, utilizing special acquisition authorities related to strategic national interests. Key dates include a Sources Sought Notice closing on 30 May 2025, with questions accepted through 22 May 2025. The government's objective is to award the contract by 31 October 2025. Potential contractors must be registered in the System for Award Management (SAM), and some may need to obtain security clearances. The facility must comply with MIL-DTL-32425 specifications for IMX-104 explosive materials, with priorities including schedule, technical risk, total facility costs, and operational efficiency.
