SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
SECTION 1
GENERAL INFORMATION
1.1 Background __________
The Tooele Army Depot Directorate of Industrial Operations (TEAD DIO) has the mission of providing engineering and technical support for ammunition logistics throughout the munitions lifecycle. The goal is to provide the highest quality product and services to the global ammunition community meeting or exceeding customer expectations. From production support to operations and maintenance, and ultimately demilitarization, TEAD DIO is working to support the War Fighter through the modernization of the ammunition community. Using commercial developments in the areas such as automation, machine vision, and state-of-the-art computer control systems, TEAD DIO is working to develop and transition new technology to the field.
The ATACS (APE 1996M1) has been used in Operation Iraqi Freedom, Operation Enduring Freedom, Kuwait, and several installations throughout Europe and the United States. The initial ATACS was designed in support of Operation Iraqi Freedom and Operation Enduring
Freedom in the summer of 2004. The first ATACS was delivered and installed at Camp Arifjan, Kuwait in November of 2004 and the second system was deployed to Ft. Irwin, CA in September 2006. The first two units were prototypes and have been decommissioned. Since then, four new ATACS systems have been manufactured and installed at Continental United States (CONUS) locations.
ATACS automatically inspects and sorts, small arms ammunition (SAA) at rates up to 9,000 rounds per hour. The ATACS has been designed to support 5.56 mm North Atlantic Treaty Organization (NATO), 7.62 mm NATO, .338 caliber, .300 caliber, 7.62 x 39 mm and 7.62 x 54R mm
(foreign ammunition), .40 caliber, .45 caliber, .357 caliber, and 9 mm SAA cases. Inspection criteria include detection of chambering dimensions, defects, concentricity, bent bullet tips, dents, corrosion, and perforations. Sorting can be accomplished based on type, subtype (based on shape and color tip), and serviceability. ATACS sorts the ammunition into individual PA-120 or M548 ammunition containers based on results of the inspection.
The SBS (APE 1412), is an adaption of the ATACS technology to automatically separate live SAA from spent cases and can sort the spent cases by type (caliber and ball or blank case) and material. The SBS has been designed to support 5.56 mm, 7.62 mm NATO, .338 caliber, .300 caliber, 7.62 x 39 mm and 7.62 x 54R mm (foreign ammunition), .40 caliber, .45 caliber, .357 caliber, and 9 mm SAA cases.
Additionally, it can differentiate between nickel and brass cases. The SBS processes cases at rates up to 9,000 rounds per hour. To date
14 SBS units have been manufactured and fielded to CONUS locations.
The standard ATACS and SBS units have been designed to operate in deployed environments, but require an environmentally controlled working space, access to clean dry compressed air at 80 to 100 psi, and electrical power rated at 220 VAC, single phase, 50/60 Hz to operate.
1.2 Objective _________

The Contractor shall also provide inclusive support to TEAD DIOs operation of the deployed ATACS and SBS units, to include but not be limited to all supplies and labor as called for in this Performance Work Statement (PWS). Specific deliverables, ATACS units, SBS units, and services shall be identified at the task order level. Each task order shall be accompanied by a PWS that calls out the specifics of each of the aforementioned variables.
