About this file

This Statement of Work (SOW) details requirements for developing a Soil Sampling and Analysis Plan for Open Burning and Open Detonation (OB/OD) Units at NSA Crane, in compliance with a RCRA permit issued on 10 October 2024. The contractor must prepare three iterations of the plan (First Draft, Draft Final, and Final) to be submitted to the Contracting Officer's Representative (COR) and Indiana Department of Environmental Management (IDEM), with the First Draft due by 18 September 2025.

The plan must include a schedule for implementation, proposed sampling frequency for combustion products potentially affecting human health, and comprehensive soil sample analysis covering bulk density, particle size distribution, RCRA metals, explosive compounds, and data validation methods. Key performance requirements include responding to correspondence within 1 business day, providing weekly status reports, and conducting an on-site evaluation of Ammunition Burning Grounds and Demolition Range units. The solicitation is a 100% Small Business Set-Aside under NAICS code 562910 (Remediation Services), with award to be made on a Firm Fixed Price basis using a Low Price Technically Acceptable (LPTA) methodology.

STATEMENT OF WORK

Open Burning and Open Detonation (OB/OD) Unit Soil Sampling and Analysis Plan Development:

Background: NSA Crane’s RCRA permit, IN5170023498, was issued on 10 October 2024 and become effective 15-days later on 25 October 2024. In Section XII “Compliance Schedule Conditions” paragraph E states the following.

Scope of Work: The contractor shall design and prepare a Soil Sampling and Analysis Plan for the OBOD Units:

• First Draft,

• Draft Final, and

• Final Soil Sampling and Analysis Plan for the OB/OD Units.

Specifically, the Contractor shall coordinate with the COR to produce a Draft, Draft Final, and Final Plan for periodic soil sampling in and around permitted OB/OD units to be submitted for approval by the Indiana Department of Environmental Management (IDEM).

The contractor shall respond to COR or technical POC correspondence within 1 business day to resolve any unforeseen issues.

The plan must include:

• Schedule for implementation

• Proposed sampling frequency for any combustion products and byproducts that have the potential to adversely affect human health and the environment.

• Contain a plan for the analysis of the soil samples to include but not limited to o Bulk density;

o Particle size distribution;

o RCRA (toxic) metals;

o Explosive compounds; and o Data validation methods of any evaluation or analytical method used.

Analytical goals:

• Sufficient sampling density to document ongoing impacts upon soil from OB/OD activities, including comparison to previous soil sampling events; and

• A determination of particle size distribution, including fractions of soil particles that have diameters of 10 micrometers (μm) (PM10), 2.5 μm (PM2.5), and 1 μm.

• Goals may be modified based on IDEM input.

Schedule:

The First Draft is to be completed and submitted to the COR and POC no later than 18 September 2025 for internal review prior to submittal to IDEM. The Draft Final and Final iterations will be completed after subsequent IDEM reviews.

The contractor will be required to provide status reports weekly, at a minimum, during development and as needed through final acceptance.

A virtual kick-off meeting shall be arranged within 1 week of the contract award and the site evaluation shall occur within 2 weeks of contract award.

There will be no required performance of work between submittals and responses from IDEM. Upon correspondence with IDEM for comments/concerns, the contractor will resubmit the revised plan to the COR within 1 week, unless otherwise determined by the

COR.

Deliverables:

A kick-off meeting to discuss details of the requirements and arrange for any information needed to be transferred to the contractor. The contractor will submit meeting notes and list any requested information electronically to the COR and POC.

Status meeting notes within a week of meeting.

An on-site evaluation of the Ammunition Burning Grounds and Demolition Range units and the surrounding physical geography will be required. Understanding what each unit is and how it functions will be important to producing the sampling and analysis plan. The on-site portion of the work needs to be completed during normal business hours, 6:00 AM – 4:30 PM local time.

OB/OD Unit Soil Sampling and Analysis Plan (Draft, Draft Final, and Final iterations). Draft versions of deliverables will be submitted electronically to the COR. The contractor shall coordinate with the COR to address comments/concerns on the draft version to prepare the Draft Final version, and address comments/concerns on the draft final version to prepare the Final as applicable.

The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I Awareness training is available at the following website: http://jko.jten.mil.

2. Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. 3. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative); or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH Army program (training standards provided by the requiring http://jko.jten.mil/ activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 5 calendar days of contract award and within 5 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

5. Per AR 530-1, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.
