AMENDMENT 0003 NARRATIVE
The United States Army Contracting Command- Rock Island (ACC-RI) Office of the Program Manager, Saudi Arabian National Guard (OPM SANG) issues Amendment 0003 to Request for Quote (RFQ) W519TC-24-R-2050 for the following:
1. To extend the solicitation closing date to 0800 Central Standard Time on 06 August 2024.
2. Incorporate the following questions from industry and answers:
Industry Question #1: In the insurance industry, If the claims history is not provided, it is equivalent to not defining the risk, in other words, the requirements of the solicitation. It is a standard practice in the insurance industry for the insurers to provide the claims history to the contract holder, i.e. US Government, when the contract holder requests the insurer for the claims history. We request you to provide the historical claims data for the past 5 years.
United States Government Response: Requested.
Industry Question #2: In the insurance industry, the overall maximum limit (i.e. title of item 2.2 in Performance Work Statement of the solicitation) is defined as the annual maximum benefit amount paid towards covered medical expenses. However, item 2.2 of the Performance Work Statement of the solicitation fails to provide this limit per member per year, but instead mentions the cost of insurance. So, please clarify the annual maximum amount.
United States Government Response: The current contract has a Plan Annual Maximum of 28,173,750 per Year of Insurance, applying per insured person per Year of Insurance. It is at the Offeror's discretion to determine the dollar value/risk in determining the value of the Plan Annual Maximum to ensure the minimum requirements of the PWS, Attachment 0001 are met."
Please ensure proposal is complete in accordance with Section L Instructions to Offerors, with solicitation and ALL amendments signed and provisions/fill ins completed. See below:

The Offeror should include sufficient information to enable the evaluators to determine the Offeror’s understanding of the requirements in each of the evaluated areas. (FFP) Gray shaded cells represent totals or Government developed surrogates; no action is required by Offerors in relation to gray shaded cells.
