SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0003

The purpose of Amendment 0003 is:

1. To add Appendix B, revision 1in accordance with the prebid clarification.

2. To answer the following questions:

1) The architectural and plumbing drawings do not show a quantifiable scope of work related to the new roof drain piping system to determine material and labor necessary to perform the work. Sheets A-101 through A-107 and P-101 through P-106 show the quantity and locations of new drains. Sheet P-001 Keynotes provide written descriptions of what drains are to connect together, required pipe diameter (all indicated to be 6”), required minimum slope (some are 1/8” per foot, some are ½” per foot), size of existing storm line to connect the new drain line to (all indicated to be 6”), and general location of tie-in point (“near” gridline intersections). What is not clear is how close “near” is intended to be (ie is this within 1 foot or 10 feet), what existing ceilings (if any) will interfere with performing the work, what existing MEP/Fire infrastructure (if any) will interfere in performing the work, or what existing partitions (fire rated and non-fire rated, gypsum and concrete, etc.) will interfere in performing the work. Sheet P-001 General Note 2 states that “all changes (to the general plumbing routing) shall be made without additional cost to the owner and the Contractor is responsible for determining the required “offsets, bends, or changes in elevations” to coordinate with existing construction that is not shown in any of the bid documents. The P-001 General Notes go on to make the Contractor responsible for “all cutting and patching, core drilling, saw cutting, etc.” required to perform the work yet the Government has not shown any of the existing conditions from which to determine these impacts to materials, labor, or time. Please provide more detailed drawings, photos, etc. from which to quantify the unknowns noted.

a. Response: It is anticipated that the new horizontal drain piping will be installed in basically the same location as the existing horizontal drain piping. The only known cutting (coring) occurs are the new overflow scuppers.

2) This project appears to require an extensive amount of interior plumbing work below the roof deck. The original structural drawing, Appendix B, Sheet 26 of 26 indicates a floor-to-ceiling elevation around 44 feet which would require the use of man lifts to access these areas. It is unclear if the first floor is structurally suspended or on-grade. Will the Government allow the use of manlifts throughout the building to facilitate the roof drain plumbing scope of work?

a. Response: Government will allow the use of manlift with the respective writing request to the Contract Officer Representative at least 2 weeks prior.

3) This project appears to require an extensive amount of interior plumbing work below the roof deck. The original structural drawing, Appendix B, Sheet 26 of 26 indicates a floor-to-ceiling elevation around 44 feet which would require the use of man lifts to access these areas. It is unclear if the interior space is occupied or if it contains any furniture, fixtures, equipment (FF&E), or walls that would interfere with the use of manlifts. Can the Government clarify if the building has existing walls or FF&E that could interfere with operating manlifts?

a. Response: Interior space is an occupied factory; Government will allow use of manlift with the respective prior request to the Contract Officer Representative.

4) Appendix B, Sheet G-003, General Note 14 states that “The Contractor shall plan their work to provide adequate protection for persons and property at all times and execute the work in such a manner to avoid any hazard to persons and property as necessary.” Will the building be occupied during work activities?

a. Response: Yes, the building will be occupied during work activities, See note General notes in G- 003.

5) If building will be occupied during construction what limitations will be placed on the Contractor to performing the contract scope of work?

a. Response: Contractor is responsible for protecting the job site complying with all safety and occupational code requirements, fall protection, and health standards. See specifications.

6) Where will the Contractor be allowed to stage materials, project trailer, and vehicles?

a. Response: Yes, the contractor shall make a request in writing to the Contract Office

Representative at least 2 weeks prior to the requirement and comply with UFC 4-010-01.

7) Will the Contractor be required to obtain a building permit to perform this work?

a. Response: No building permit is required other than Hot Work permit, Confine Space Entry, Energized Work if any required, see Spec 01 35 26.

8) If the Contractor is required to obtain a building permit, what entity will issue the permit?

a. Response: Hot Work permit, Confine Space Entry, Energized Work, shall be submitted to the contract Officer Representative prior to performing.

9) If the Contractor is required to obtain a building permit, what are the estimated fee amounts to obtain permit?

a. Response: No fee attributed to the written permit.

10) Appendix B, Sheet G-003, General Note 28 refers to access panels for MEP work. The drawings do not indicate any access panels. Are new access panels required and, if so, where are they to be located?

a. Response: Only if required while disconnection of existing MEP during the roof work.

11) Appendix B, Sheet G-003, General Demolition Note 6 refers to “overhead protection at doors…to ensure safe ingress and egress to the building for JMTC employees.” Will the Contractor be required to building temporary “overhead protection” at doors when performing work on the roof?

a. Response: Yes, when performing roof work near the doors.

12) Appendix B, Sheet G-003, notes make several references to coordination with exterior doors; however, the plans provided do not include a floor plan that lays out the exterior doors. Will the Government provide a floor plan to illustrate where the exterior doors are located?

a. Response: Government will provide basement and first floor plan. The building is on a slope with the west doors as basement level and the east doors at first floor level.

13) A site visit was held on March 12, 2024. Will the Government allow/schedule a 2nd site visit prior to bid date?

a. Response: Government provided 2 site walks already.

14) If the Government allows a 2nd site walk, will the Government extend bid due date to allow at least 7 calendar days after site walk?

a. Response: No, an extension will not be granted since a 2nd site walk has already occurred.

15) Appendix E, Asbestos Roof Sample Report, indicates 3 samples taken over the entire roof. Of the three samples, one indicates asbestos in the flashing tar. Attachment 01 SOW, para 1.2.6 indicates that the flashing tar at the perimeter flashing metal strip has been identified as ACM. Should the bidding Contractor assume all flashing tar along the perimeter flashing metal strip is ACM to be properly abated?

a. Response: Yes.

16) Appendix B, Sheet G-003, General Demolition / Repair Note #11 states “the Contractor shall use manufacturer’s standard details and products acceptable for use with 25-year warranty system.” Sheet A- 101, General Note 10 also refers to 25-year warranty. Specification 07 53 23 para 1.8.1 also references 25-year. Industry standard is typically 20-year. Can Government confirm they require 25-year?

a. Response: 20-years is acceptable as minimum.

17) Appendix B, Sheet G-003, General Demolition / Repair Note #12 states “the Contractor’s construction warranty for labor and materials shall be no less than 3 years from date of project completion.”

Specification 07 53 23 para 1.8.2 references 2 years. Industry standard is typically 2 years. Can Government clarify if required to be 2 years or 3 years?

a. Response: 2 years.

18) Appendix B, Sheet A-101, General Note 5 states to “remove roof drains and replace with new, clean out leaders.” Please provide detail and/or clarify the exact scope of work related to “new, clean out leaders.”

a. Response: All roof rain will be replaced with a new roof drain including leaders.

19) Sheet A-101, Keynote 11 for new scupper is pointing to an existing AHU and nowhere else on this sheet.

Please clarify.

a. Response: There is a keynote 11 indicating a scupper. Keynote 11 under the hatch area will be erased.

20) Sheet A-102, Keynote 11 indicates to “disconnect and remove all conduit. Power shall be removed back to the source in the panel board.” Please clarify the existing routing and where the existing panel board is so that this can be quantified.

a. Response: Government will provide the drawings from the REARM Project that show where most of this equipment is feed from.

21) Sheet A-102 Keynote 11; Sheet A-103 Keynote 10; and Sheet A-104 Keynote 11 indicate to “disconnect and remove all conduit. Power shall be removed back to the source in the panel board.” Please clarify if only wire is to removed back to the source or if wire and conduit is to be removed back to the source.

a. Response: Removal includes the conduit.

22) Sheet A-103 Keynote 11 refers to new scuppers and only points to a graphic at one location. Is this note supposed to apply to all the similar graphics on this sheet even though the note is only indicated once?

a. Response: Apply to all scupper, for clarity only one was noted and referred in the note as existing scuppers.

23) Sheet A-104 Keynote 10 refers to new scuppers and only points to a graphic at one location. Is this note supposed to apply to all the similar graphics on this sheet even though the note is only indicated once?

a. Response: See #22.

24) Sheet A-105 Keynote 2 refers to new scuppers and only points to a graphic at one location. Is this note supposed to apply to all the similar graphics on this sheet even though the note is only indicated once?

a. Response: See #22.

25) Will the Government extend the bid date to allow at least 7 calendar days after receipt of RFI answers?

a. Response: No, the closing date for all bids remains April 4, 2024.

26) Specification 01 78 00 defines “as-built” drawings (per 1.2.1 these are the field maintained marked-up drawings) and “record” drawings (per 1.4 and 2.1 these are CAD drawing files that incorporate the field mark-ups). Typically, on Design-Bid-Build projects such as this, the Contractor only prepares and provides the “as-built” drawings at closeout unless the Government provides the “Source Drawing Files” (per 1.3 these are the original CAD drawings) from which to prepare the Record Drawings from and requires the Contractor to prepare and submit Record Drawings. Does the Government require the Contractor to prepare Record Drawings and, if so, will the Government provide the original CAD Source Drawing Files from which to prepare the Record Drawings from?

a. Response: The Government will provide the contractor with AutoCAD drawings that are compatible with AutoCAD 2019.

27) Attachment 01 SOW, para 3.2.4.E refers to “ammunition/explosive storage area.” Will the Government clarify where, if any, ammunition/explosive storage areas are inside or within 100 feet of the existing building 208?

a. Response: There are no ammunition/explosive storage areas within 100 feet of building 208.

28) Attachment 02 Appendix A, para 1.5.1.1.1 states that the onsite Site Safety and Health Officer (SSHO) may also serve as the Quality Control Manager (QCM) or Superintendent. Can the Superintendent also serve as the SSHO and QCM (triple-hat)?

a. Response: Yes, but this person must be on-site at all times.

29) The specs show 1 page of asbestos samples (3) results showing 1 positive for asbestos sample from bldg.

208 west roof-old flashing tar behind metal strip around perimeter of roof. There are no drawings showing where and how much of this asbestos is present and must be removed. Please provide drawing showing exact locations of asbestos.

a. Response: Quantities of asbestos-containing roofing materials is not something that we track. In accordance with the Asbestos Analysis Report released with the Solicitation, the asbestos-containing tar was located behind the metal furring strip on the west roof. This metal strip would have been readily apparent during the Site Visit, and the Contractor is responsible to verify quantities.

30) It is noted several places to install a coverboard in the plans and in the specifications. However, I cannot find a specification for this material. It has typically been Dens Deck Prime or HD Isocyanurate on other projects at the Island. Please advise on the intent of the coverboard

a. Response: Both (½” Dens Deck or HD ISO Coverboard) are acceptable but provide manufacturer’s recommended coverboard and fastening system to meet the 90mp/NDL warranty requirements.
