This is an overarching QAP for validation of all APE 1236 and APE 1400 retorts. The cast retort has various interchangeable parts or sections. Retort sections may vary based on materials of composition, length, and thickness. Refer to the specific drawing for details on characteristics desired.
The inspection plan covers complete review and validation of attributes of the retort. All items requested and delivered will be subjected to quality inspection. Frequency and repetition of inspection points will be detailed in the specific retort drawing and agreed upon by the project manager, quality personnel, and the customer of the final product. Inspections will be noted on the in-process documentation in the sequence of production in order to minimize confusion.
In order to recognize the desired/required outcome and potential defect(s) of the product, inspectors must understand (and agree to) what is required for conformance to the specific item or application.
Inspectors should have access to all specifications identified in the contract between TEAD and the vendor in order to have a clear understanding of the expectations and specifications. Additionally, personnel assigned to perform non-destructive testing (NOT) as described below shall be qualified and certified IAW SNT-TC-1A.
Inspections will be based on:
1. Requirements and details noted in the drawings
2. Specification requirements called out
3. Customer requirements and requests
4. Pilot Model Shop Quality Assurance Procedure
The retort subcontractor must provide to TEAD evidence of an active quality management system.
TEAD will require a quality manual, or quality SOP, or an outline of the subcontractor QMS. TEAD will require all inspections that are accomplished by the subcontractor be documented, i.e. an individual inspection report for each inspection completed, detailing the requirement, the inspection procedure, and the results of the inspection performed, including any nonconformance’s and corrective action.
Parts manufactured will require a final QA inspection that may be in addition to other internal inspection criteria. Inspection criteria (and certified mill test reports, or CMTRs) for parts manufactured for TEAD will be submitted to quality assurance (QA) inspectors prior to delivery to vendor. Duplicated parts manufactured from the same drawing will follow sampling plans in accordance with MIL-STD 1916 unless otherwise specified in the inspection form (IAW
Microsoft Excel spreadsheet titled "Evaluation of Acceptance Inspection Equipment Designs").
Pre-production Meeting
Prior to beginning manufacture of the retort, the project manager will organize a pre-production meeting with all interested parties.
• Subcontractor for casting
• AED Engineering
• TEAD Quality
• Subcontractor(s) for NOT inspection
In this meeting this QAP should be reviewed. Requirements for inspection of molds used for casting the retorts, requirements for interim inspection to accomplish the inspection plan discussed. All required certifications communicated, such as Certified Material Test Reports, NOT certification of Inspectors and their inspection processes, unique NDT inspection processes and procedures required, inspection reports and Certificates of Conformance etc. This forum is the time for all to communicate their questions and concerns regarding the manufacturing of the retorts such as: casting; machining;
and inspection of the retorts. Discuss potential issues with the manufacturing and quality requirements. Discuss scheduling of inspections, packaging, and shipment to TEAD, etc.
Testing Methods and Frequency
Subcontractors performing the foundry work are required to inspect/validate/certify that the molds/tooling will perform properly during casting, and conform to drawing and contractual requirements, and provide documentation to TEAD that this step has been accomplished, also provide documentation of any issues/nonconformance’s that may have been discovered during the review.
Subcontractors performing NDT inspections on retort sections shall have a certified Level 3 to develop a certification program IAW SNT-TC-1A, act as the responsible Level 3 for producing inspection processes and work instructions, examine NDT personnel or perform any other qualification or certification Level 3 function. An outside agency may be used for these functions.
Calibrated Tooling Verification shall be performed by a certified testing facility and documented.
Calibration documents must be available for view at request of the quality inspector.
The cast retort has various configurations. Retort testing and inspection requirements are as follows:
The cast retort has various configurations. Retort testing and inspection requirements are as follows:
101) Material certification will be provided to assure material properties are within drawing specifications.
102) Visual Inspection for obvious defects
a. Cold shuts; if the discontinuity penetrates all the way through inner and outer surfaces, or through both surfaces of helix or flanges the retort will be rejected. Repairs may be made to lesser penetrations not going all the way through.
b. Cracks of any type; any crack wider than 1.5" (side to side, not length) at any point will because to reject the retort. Cracks that penetrate through both inner and outer surfaces, or through both surfaces of the helix or flanges will be cause to reject the retort. Repairs may be made to lesser cracks.
c. Pin holes/pits; greater than ¼" deep from any surface will be repaired.
d. Any repairs will be approved by AED engineers before they are made and will agree with the manufacturer regarding the suitability of the repairs or they will not be accepted.
All repairs resulting from the visual inspection will be performed prior to subsequent tests being performed.
103) Magnetic Particle (MP) Inspection
a. Inspections shall be performed IAW ASTM E1444\E1444M.
b. The subcontractor will produce and follow a retort specific MP inspection procedure and work instructions, including technique sheets for specific parts. All written procedures must be approved by a certified level 3. This unique to TEAD retort NOT inspection procedure must be submitted to TEAD for acceptance and authorization before the sub-contractor performs the related inspection.
c. All certified inspectors involved in approving or writing NOT procedures and inspection work instructions for the retorts, and who perform inspection of the retorts, must provide to TEAD a certificate of qualification for the NOT process they will be performing, and eye tests if required.
d. Inspections shall be performed in two perpendicular directions of magnetization.
e. Inspections shall cover 100 percent of the part surfaces, inside and out. Unless otherwise specified in writing by the TEAD project manager.
f. These inspections shall be conducted before shot peening or applying protective coatings.
g. MP inspection reports must include the following minimum information.
1. INSPECTED PART ID NUMBER
2. DISPOSITION OF THE EXAMINATION
3. INSPECTOR NAME AND CERTIFICATION NUMBER
4. TYPE OF INSPECTION AND DATE
5. EQUIPMENT MODEL AND SERIAL NUMBER
6. EQUIPMENT CALIBRATION DATE
7. EQUIPMENT SETTINGS
8. INDICATIONS AND THEIR LOCATION
9. RETORT (MP) INSPECTION PROCEDURE REFERENCE
NUMBER
h. Cracks, cold shuts, and any discontinuity found will be rejected but may be repaired as long as no part of the discontinuity has a gap greater than 1.5".
i. All repairable defects identified from MP testing must be repaired, retested, and be accepted before continuing to the Dimensional Inspection.
104) Dimensional Inspection
a. Dimension Inspection shall be performed IAW "AED Quality Assurance Procedure (QAP) - Pilot Model Shop" and inspection records will be generated (QA Form 20-4).
b. Each retort will be measured using hand measurement tools (dial calipers, hole gauges, radius gauges, etc.). Dimensions must be within tolerances identified on the drawings.
Non repairable dimensions will result in rejection of the retort. Repairs must be agreed upon with AED engineers and the manufacturer in the form of a written waiver or deviation.
c. Wall thickness; Ultrasonic inspection (UT) will be used to inspect wall thicknesses only, of a retort, and the inspection work instruction must conform to ASTM A609. Inspection zones shall be at 90° intervals around the outside circumference of the retorts and occur at 12-inch intervals lengthwise. Also measure the base thickness of the helix. The subcontractor will produce and follow a retort specific UT inspection procedure and work instructions, including technique sheets for specific parts. All written procedures must be approved by a certified level 3.
d. UT inspection reports must include the following minimum information.
1. PART ID NUMBER
2. DISPOSITION OF THE EXAMINATION
3. INSPECTOR NAME AND CERTIFICATION NUMBER
4. TYPE OF INSPECTION AND DATE
5. EQUIPMENT MODEL AND SERIAL NUMBER
6. EQUIPMENT CALIBRATION DATE
7. EQUIPMENT SETTINGS
8. TYPE AND SIZE OF TRANSDUCERS USED
9. INDICATIONS AND THEIR LOCATION
10. RETORT UT INSPECTION PROCEDURE REFERENCE NUMBER
The contractor shall provide reference block calibration standards (using the same material as the material being examined). Thickness values (of the reference block) shall be near the maximum and minimum values of the range of interest.
105) Optional pressure test
a. Depending on the previous inspections and repairs a pressure test may be appropriate to check for leaks through discontinuities. This test will be performed at the discretion of AED engineers. Necessary components will be fabricated by AED but actual testing should occur at the manufacturer's facility to eliminate transportation of the retorts.
b. End caps and gaskets will be designed and fabricated by AED pilot model shop.
d. End caps and gaskets will safely allow retorts to become pressure vessels up to 5 psi.
d. Once the retort is pressurized to 5 psi the outer surface will be sprayed with a soapy solution to look for bubbles indicating leaks.
e. Pin holes, cracks, and other will addressed as in previous sections of this document with appropriate repairs.
f. Areas exhibiting porosity in places greater than 1.5" across (diameter, or length or width in any direction) may be rejected unless adequate repair procedures are identified and accepted by AED engineers. It is unlikely that such defects would pass the previous tests and inspections.
106) Roll test
a. A Physical roll test shall be performed on each section to check for imbalances. This test shall be conducted by AED prior to final acceptance.
b. A level flat hard clean surface will be designated as the surface the retort sections will be roll tested on.
c. The retort will be placed on the floor and allowed to "settle". The roll test will not be started until all movement of the retort has ceased. The "settled" position of the retort section will be indicated on the face of the retort section for reference.
d. A force will be manually applied to the bolt hole furthest from the rolling surface of 20 lbs.
parallel to the rolling surface. The force should be sufficient to rotate the retort section at least 90° from its marked reference position.
e. The applied force shall be removed and the action of the retort section noted.
f. If the retort section does not rotate at least 90°, with the application of the force, then the retort section has failed the roll test.
g. If the response of the retort section with the removal of the force is a slow return to its "settled" position then the retort section has passed the roll test.
h. Weight may be added to or removed from the retort to pass the load test. Locations for added weight must not affect drawing tolerances except on wall thickness and other possible locations that must be approved by AED engineers. Methods of weight attachment must also be approved by AED engineers.
107) Final inspection will be accomplished to ensure all tests, inspections, validations, and certifications have been accomplished and documented, IAW required specifications, customer requirements and this QAP. (AED Form 13-10).
NONCONFORMING MATERIAL OR PRODUCT PROGRAM:
All nonconforming material or product will be placed on material hold. Production of product will cease if the case warrants. A documented nonconforming product process will be initiated using AED form 15-03 or AED Form 48-10 Level II CAR action as condition requires and AED Engineering will be notified within 24 hours to engage MRB (Material Review Board) action.
