SOLICITATION AMMENDMENT 0001

The purpose of Amendment 0001 is to extend proposal due date to 12 February 2024 at 12:00pm CT. All other terms and conditions remain unchanged.

The following have been modified:

SOLICITATION NARRATIVE

1. The current solicitation is 100% set-aside for participation by small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203 and FAR Subpart 19.5.

2. The NAICS for this action is 331513.

3. The current solicitation is for Ammunition Peculiar Equipment (APE) 1236 and 1400 Deactivation Furnace Retorts requiring fabrication in accordance with the requirements of this solicitation, Purchase Description, entitled Purchase Description (PD) Fabricated Parts, APE 1236 Thick and Thin Walled retorts - APE 1400 Retort IIDIQ contract. Rev. 12-18-2023, and drawings for the 1236 and 1400 Retorts, titled 1236M2007 Rotary Kiln_Dist A and APE 1400 60 inch WP Retort_Dist A, dated 05-07-2019).

4. This solicitation is projected to result in a Firm Fixed Price (FFP), five (5) year Indefinite Delivery - Indefinite Quantity (IDIQ) type contract for the items/quantities specified; initial ordering period (OP) quantity is estimated at two (2) sets of APE 1236 thick walled retort sets for the base year with zero (0) to three (3) sets per year for the remaining four (4) OP’s. Estimated quantities for the APE 1400 retorts are:

zero (0) to one (1) set for the base OP with a quantity of zero (0) to one (1) for each of the remaining four

(4) OP’s.

5. The solicitation utilizes a Lowest Priced Technically Acceptable (LPTA) approach to determine technically acceptable awardees proposing the lowest prices that offer the best value to the United States Government

(USG).

6. The USG intends to award up to two (2) IDIQ contracts. The USG reserves the right to make a single award if determined to be in the best interest of the USG.

7. No funds will be obligated on the basic IDIQ contract; funding will be obligated through delivery orders (DO) issued against the basic IDIQ.

8. The maximum total quantity awarded over all OP’s is expected to not exceed three (3) sets of 1236 retorts and one (1) set of 1400 retorts.

9. The guaranteed minimum will be issued concurrently with this award via DO. The minimum ordering obligation will be two (2) sets of APE 1236 thick walled retorts for a single award. In the event of a multiple award the minimum guarantee will be one (1) set of APE 1236 thick walled retorts per awardee.

The USG does not guarantee quantity in any year of the contract period apart from the guaranteed minimum ordering obligation. The USG is under no further obligation to place additional orders. Each order stands on its own insofar as it obligates the USG.
