Written Q&A

M548 Ammunition Containers
Industry Questions and Answers (Q&A)
#QuestionAnswerColumn1
1ATT 0004/Past Performance Questionnaire Form indicates “The subject line in the submission email shall clearly indicate: ‘[Offeror Name] W519TC-24-R-0028 message shall originate from the PPQ respondent’s Government or corporate email address.” ....Can the government please clarify if this instruction applies to offerors when submitting their PPQ Form to previous customers to fill out, or to the PPQ respondents when submitting the filled-out forms to the government? The PPQ Form should be filled out by previous customers.Green = RESOLVED
2Regardless, can the government please also clarify exactly what the submission email shall say? As it stands now, the instructions read for the email to say “‘[Offeror Name] W519TC-24-R-0028 message shall originate from the PPQ respondent’s Government or corporate email address”. Is this meant to indicate offerors just need to state their name and reference the solicitation number?Yes, offerors just need to state their name and reference the solicitation number when requesting PPQ From completion.Yellow = Needs attention
3Lastly, I understand that page 3 of the solicitation states that “this RFP shall not be discussed with any Government employee except the Contracting Officer, Mr. Joe DePover, or his representative, Mr. Eric Mauricio”, however in submitting the PPQ Form to previous government customers, our team will technically be discussing the RFP.
•I understand this instruction likely is not referring to the PPQ Form submission and instead is referencing potential outside conversations, however I wanted to request confirmation so that I may maintain solicitation complianceThat is correct, the PPQ Form submission can be discussed to previous government customers regarding only past performance, but must refrain from discussing this active RFP.
4In reviewing Section L for the subject solicitation, I noticed that there were no instructions pertaining to the content of Volume IV, Solicitation, Offer and Award Documents, and Certifications/Representations. The specific instructions detailing volume contents stop after the pricing volume.
Can the government please clarify what documents are required to be included in this volume?Volume IV only contains the contractor signed Solicitation, any signed reps and certs included in the Solicitation clauses and any signed Solicitation amendments.
5I have a question on manufacturing. Is ammo container manufacturing limited to United States or open? This is a 100% Small Business Set Aside, so it is limited to the United States.
6I came across the M548 Metal Ammunition Containers solicitation on sam.gov and want to confirm if subcontracting is allowedYes, subcontracting is allowed for the subject procurement. There are special subcontracting clauses in the RFP that layout the subcontracting rules and regs
7To ensure that our data is accurately entered and aligned with your requirements, I kindly request guidance on how to correctly populate the sheet. Specifically: 1. Are there any instructions for working with the existing formulas in the sheet? 2. Should certain fields auto-calculate based on input, or are manual entries required for all fields? 3. Are there specific steps to verify or validate the entries after completion? To correctly fill out the Price Matrix a company will only need to fill out the grey shaded areas on all 3 tabs. Everything else is calculated for USG evaluations.
