Inspections and samples shall be conducted by Asbestos HazardEmergency Response Act (AHERA) accredited building inspectors in generalaccordance with the protocols established in EPA 40 CFR 763. Inspectors shall be licensed and accredited with Oklahoma Department of Environmental Quality. According to EPA protocols, an asbestos survey shall include a review of existing building documentation (when available), physical assessment of areas of suspect ACM, bulk sample collection of suspect ACM and analysis of samples by polarized light microscopy. A summary of survey activities shall be provided after results are received from bulk samples that were submitted under chain of custody procedures to Laboratory for analysis by polarized light microscopy per EPA methodology (40 CFR 763, Subpart F).Under EPA guidelines, the identification of asbestiform minerals in a single bulk material sample at concentrations greater than 1 % is sufficient to classify the homogeneous area from which samples are obtained as asbestos-containing material.

Performance Work Statement for Asbestos Testing Services
A. Service: Asbestos Sampling of Building Material and Testing
Inspection and sampling survey for suspect asbestos containing materials (ACM) to be conducted according to the individual scope of work related to facility upgrades, repairs or sustainment.
Inspections and samples should be conducted by Asbestos Hazard Emergency Response Act (AHERA) accredited building inspectors in general accordance with the protocols established in EPA 40 CFR 763.
Inspectors must be licensed and accredited with Oklahoma Department of Labor and Oklahoma Department of Environmental Quality.
According to EPA protocols, an asbestos survey should include a review of existing building documentation (when available), physical assessment of areas of suspect ACM, bulk sample collection of suspect ACM.
Analysis of samples by polarized light microscopy (PLM) and/or air monitoring measures to include phase contrast microscopy (PCM), and/or Transmission
Electron microscopy (TEM) dependent on scope of work requirements and status of specific location.
A summary of survey activities should be provided within 2-7 days after samples are collected. Samples must be submitted under chain of custody procedures to an International Organization for Standardization/ International Electrotechnical Commission (ISO/IEC 17025) accredited Laboratory for TEM, PLM and PCM Testing according to EPA methodology (40 CFR 763, Subpart F).
Time requirements on sampling results will be dependent on the individual urgency of the job and communicated during notification of the need for testing.
Under EPA guidelines, the identification of asbestiform minerals in a single bulk material sample at concentrations greater than 1 % is sufficient to classify the homogeneous area from which samples are obtained as asbestos-containing material. Conversely, all samples from homogeneous areas must be identified as containing no asbestiform minerals to classify the homogeneous area as non-asbestos containing.
B. Requirements:
1. Testing:

3. Bulk Sample Collection Procedures:
All team members must be appropriately attired in Personal Protective
Equipment (PPE) and ensure exposure to MCAAP staff is eliminated during collection.

All lab testing shall be performed by an accredited National Voluntary Laboratory Accreditation Program.
Laboratory must participate in the American Industrial Hygiene Association Proficiency Analytical Testing Program.
Anticipated lab test shall include:
Confirmed Asbestos Containing Materials Laboratory Analytical Reports Material or product containing asbestiform minerals in concentrations greater than 1 %.
Summary of the classification, condition and approximate quantity of confirmed ACM.
Chain of Custody Procedure Form.
C. Contractor Certifications:

Extent of obligation:
The government is obligated under this blanket purchase agreement only to the extent of authorized calls actually placed against this agreement.
Individuals authorized to place calls under this agreement are:

MCAAP only needs a base price for the scope provided we can't say exactly how many tests or what needs tested until the need arises.
A Blanket Purchase Agreement (BPA) for this period will be awarded as a result of this request. No guaranteed minimum of Testing Support service. The government will only be obligated to the extent of authorized calls actually placed against the resulting agreement. Prices will be firm-fixed. FOB destination.
Awarded Services will be issued as individual call orders against the resulting BPA.
The successful offer will be required to invoice all charges through Wide Area Work Flow (WAWF) per Call order issued.
