A003. The Government intends to award a single Fixed-Price with Economic Price Adjustment (EPA), Indefinite-Delivery Indefinite-Quantity____

(IDIQ) contract utilizing Best Value Trade-off source selection procedures IAW FAR 15.101-1. Refer to Section L for proposal submission instructions and Section M for information on how proposals will be evaluated.

The North American Industry Classification System code for this acquisition is 332993 and the small business size standard is 1500 employees.

A004. The resulting IDIQ contract will include five priced ordering periods (OP) from Date of Award through 1,825 Days after Award (DAA)____ as outlined below:

2 135

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

OP 1: Date of Award - 365 DAA

OP 2: 366 DAA - 730 DAA

OP 3: 731 DAA - 1095 DAA

A005. The guaranteed minimum dollar amount for the resulting IDIQ contract award is $250,000.00, which will be awarded on the first____ delivery order to be issued at or near time of award of the IDIQ contract. The Government does not guarantee quantity in any ordering period of the contract period with the exception of the guaranteed minimum dollar amount under this IDIQ contract.

A006. Award under this RFP in no way obligates the Government to purchase any quantity under the resultant contract, except for the____ guaranteed minimum dollar amount listed in paragraph A005. Each order stands on its own insofar as it obligates the Government.

A007. Only Army Contracting Command - Rock Island is authorized to issue delivery orders under the contract award resulting from this____

RFP.

A008. An EPA for steel and brass (see Section H and Attachment 0002) will be included for CLINs 0001 through 0006, and will apply to____

Ordering Periods 2 through 5 only. Ordering Period 1 will be performed on a Firm-Fixed-Price basis with no EPA. IAW FAR 52.216-4, all

A009. Price Matrix. This RFP includes range pricing as set forth in the Price Matrix, Attachment 0001, instead of Section B pricing.____

All proposed prices should be entered in Attachment 0001, Price Matrix. Failure to provide fixed prices for all CLINs, all quantity ranges, and all ordering periods on the Price Matrix is unacceptable and may render the offeror ineligible for award. The prices submitted in the Price Matrix shall be fully executable by the Government at the prices and quantity range limits specified in the Price

Matrix. All unit prices will be binding. Refer to Section L for instructions for completing the Price Matrix, and Section M for how the Government will evaluate Price.

C002. STATEMENT OF WORK: PGU-43/B TRAINING, PGU-44/B HIGH EXPLOSIVE, PGU-45/B HIGH FRAMENTATION, and M1 HIGH EXPLOSIVE CARTRIDGES ___________________________________________________________________________________________________________________________

(a) PGU-43/B Training Cartridges Refurbished: Vietnam-era M1 HE cartridges are supplied as Government-Furnished Material (GFM) to the ________________________________________ contractor and are required to be broken down. The M1 projectile body is removed from the packaging and set aside for reuse. The original wooden box, PA-55 fiber tube containers, old cartridge cases, primer, and propelling charge are to be properly disposed of.

The M1 projectile body is prepared as follows: The metal nose plug is removed and saved for production of future PGU-45/B HF cartridges, if ordered. The trinitrotoluene (TNT) supplementary charge is removed and set aside for replacement back into the round later during the production process. The Composition B (Comp B) is sumped out of the M1 projectile body and properly disposed of. The M1 projectile body is then refilled with Contractor-Furnished Material (CFM) inert fill in accordance with the appropriate technical data. The fuze well is drilled and a CFM long, unthreaded fuze well liner installed. A CFM CYU-1/B cartridge case is then fitted with a CFM M28A2 primer and a GFM M67 propelling charge. The M1 projectile body is then placed in the CYU-1B cartridge case and crimped. The TNT supplementary charge is placed back in the round and a GFM M739A1 fuze installed. The completed PGU-43/B cartridge is placed in the

Chamber Gage and, once passed, placed in a CFM PA-71/A fiber tube container. The PA-71/A fiber tube container is placed in a CFM wire-bound box.

(b) PGU-44/B HE Cartridge Refurbished: Vietnam-era M1 HE cartridges are supplied as GFM to the contractor and are required to be broken _________________________________ down. The M1 projectile body is removed from the packaging and set aside for reuse. The original wooden box, PA-55 fiber tube containers, old cartridge cases, primer, and propelling charge are to be properly disposed of. The M1 projectile body is prepared as follows: The metal nose plug is removed and saved for production of future PGU-45/B cartridges, if ordered. The TNT supplementary charge is removed and set aside for replacement back into the round later during the production process. The M1 projectile body must then be x-rayed twice for quality inspection and found to be acceptable according to the item specification. The second x-ray must be

90-degrees from the first x-ray exposure. A CFM CYU-1/B cartridge case is then fitted with a CFM M28A2 primer and a GFM M67 propelling charge. The M1 projectile body is then placed in the CYU-1B cartridge case and crimped. The TNT supplementary charge is placed back in the round and a GFM FMU-153/B fuze installed. The completed PGU-44/B cartridge is placed in the Chamber Gage and, once passed, placed in a CFM PA-71/A fiber tube container. The PA-71/A fiber tube container is placed in a CFM wire-bound box.

NOTE: It is common for refurbished PGU-43/B cartridges and refurbished PGU-44/B cartridges to be ordered together. The GFM Vietnam-____ era M1 HE cartridges are typically prepared for x-ray inspection, x-rayed, and any projectile bodies that pass inspection are set

aside for PGU-44/B production. Projectile bodies that are rejected are set aside for PGU-43/B production. Once enough accepted projectile bodies have passed inspection to support PGU-44/B production, the x-ray inspection process is stopped. All remaining GFM

M1 HE cartridges are sumped out for PGU-43/B production.

(c) PGU-44/B HE Cartridge New Manufacture: Once the Vietnam-era GFM M1 HE cartridges are exhausted, new manufacture PGU-44/B production _____________________________________ will begin. The new manufacture PGU-44/B production requires the contractor to obtain all components for PGU-44/B end item production except for GFM Comp B, FMU-153/B fuze, and the M67 propelling charge. A new CFM M1 projectile body is melt poured with GFM Comp B and cooled. The M1 projectile body must then be x-rayed twice for quality inspection and found to be acceptable according to the item specification. The second x-ray must be 90-degrees from the first x-ray exposure. The Comp B requires back-drilling for the short CFM fuze well liner. There is no TNT supplementary charge in this variant. A CFM CYU-1/B cartridge case is then fitted with a CFM M28A2 primer and a GFM M67 propelling charge. The M1 projectile body is then placed in the CYU-1B cartridge case and crimped. The completed

PGU-44/B cartridge is placed in the Chamber Gage and, once passed, placed in a CFM PA-71/A fiber tube container. The PA-71/A fiber tube container is placed in a CFM wire-bound box.

(d) PGU-45/B HF Cartridge New Manufacture: New manufacture PGU-45/B HF cartridge production requires the contractor to obtain all _____________________________________ components for PGU-45/B cartridge end item production except for GFM Comp B, M67 propelling charge, and the metal nose plug closure which has been saved from the break-down of the M1 HE cartridges for refurbished PGU-43/B and refurbished PGU-44/B production. A new

CFM HF steel projectile body is melt poured with GFM Comp B and cooled. The HF projectile body must then be x-rayed twice for quality inspection and found to be acceptable according to the item specification. The second x-ray must be 90-degrees from the first x-ray exposure. The Comp B requires back drilling for the short CFM fuze well liner. There is no TNT supplementary charge in this variant.

A metal nose plug closure, saved from PGU-43/B and/or PGU-44/B refurbishment, is installed. The PGU-45/B cartridge is unfuzed as delivered. A CFM CYU-1/B cartridge case is then fitted with a CFM M28A2 primer and a GFM M67 propelling charge. The HF projectile body is then placed in the CYU-1B cartridge case and crimped. The completed PGU-45/B cartridge is placed in the Chamber Gage and, once passed, placed in a CFM PA-71/A fiber tube container. The PA-71/A fiber tube container is placed in a CFM wire-bound box.

(e) M1 HE Cartridge: The M1 HE cartridge consists of a M14 series cartridge case, a M28B2 primer, a M67 propellant charge, and a hollow _______________ fragmenting projectile. A new CFM M1 HE projectile body will be melt poured with GFM Comp B and cooled. The M1 projectile body must then be x-rayed for quality inspection and found to be acceptable according to the item specification. The accepted M1 projectile body is back drilled for a long CFM fuze well liner and a GFM TNT supplementary charge is installed. A CFM plastic closing plug is fitted to the M1 projectile body.
