About this file

This is a Sources Sought Synopsis for a construction project at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The U.S. Army Corps of Engineers is seeking information on potential contractors for the "Construct Egress Maintenance Facility, F-22" project (KNMD209087), classified under NAICS code 236220 (Commercial and Institutional Building Construction). The estimated project magnitude ranges between $10,000,000 and $25,000,000, with a facility size of approximately 3,201 square feet.

The work encompasses construction of a new Egress Maintenance facility using conventional design and construction methods compliant with DoD Unified Facilities Criteria (UFC) 1-200-01 and 1-200-02, DoD antiterrorism/force protection requirements, and applicable Air Force and base design standards. Specialized technical requirements include: micro-pile foundation systems with increased facility elevation for tsunami and flooding compliance; anti-explosive electrical components with comprehensive lightning and grounding protection; asphalt pavements for facility access; concrete Aerospace Ground Equipment (AGE) Ready Pad; concrete Gas Oxygen (GOX) canopy shelter pad; and utility infrastructure hookups for water, sanitary/storm sewer, telecommunications, and electrical connections. Contractors must demonstrate technical capability in island/remote location construction with logistic constraints, tying into existing facilities without operational interruption, specialized HVAC systems (150 tons air conditioning), and airfield pavement construction.

All interested contractors must submit written notification of intent to bid as a prime contractor by July 6, 2026 (not to exceed five pages), including: positive statement of intent; firm information with UEI and CAGE CODE; completed Sources Sought Information Request Form; project history from the past three years (Federal, State, Local, and private clients); and brief outline of resources, subcontractors, and key personnel. Submissions must be sent electronically to Clesson Paet (clesson.k.paet.civ@army.mil) and Anthony Reyes (anthony.g.reyes1.civ@army.mil). If adequate small business contractors are unavailable, the project may be advertised as unrestricted. If set aside for small business, FAR Clause 52.219-14(e)(3) applies, limiting subcontracting to 85 percent of government-paid contract performance costs (excluding material costs) to non-similarly situated entities.
