About this file

This is a Questions and Answers document for solicitation W50SLF-26-R-A0010001, issued by the Department of the Army National Guard for the replacement of a chiller system at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The document addresses 16 contractor inquiries regarding project scope, technical requirements, and contract terms clarified by the Contracting Officer.

Key technical clarifications include: the adjacent parking lot pavement specifications (7" PCC with 6" base course) can support a 110-ton crane weighing approximately 220,000 lbs; pump schedule specifications have been provided for the chilled water pump replacement; removal and replacement of existing corroded spring isolators is included in scope with contractor flexibility on fastening methods; corrosion coating is required with no specific manufacturer or type mandated; and temporary cooling is not required during the equipment outage. The Period of Performance was adjusted from 330 calendar days to be "coordinated and adjusted accordingly with the awardee" to account for the 52-week chiller lead time plus ocean freight. Contract administration clarifications specify that CMMC Level 1 certification is not required; this is a FAR Part 12 commercial supply acquisition with incidental installation services; no bid bond is required; the 50 percent subcontracting limitation applies only to the supply portion under FAR 52.219-14(e)(2); and payment will be made in a single lump sum upon completion of performance rather than through progress payments. The Contracting Officer also confirmed that TAB (Testing, Adjustment, and Balancing) to ensure the system meets existing as-built flow and head specifications is sufficient, and that electrical lockout-tagout procedures will proceed through the safety disconnect switch only.

KNMD262002 REPLACE B3408 CHILLER, JBPHH-HI

QUESTIONS & ANSWERS

21-JUL-2026

1. Replacing the chiller in building 3408 on JBPHH will require a 110-ton crane due to the boom length to access the location. Is the adjacent parking lot rated for a large crane to support the work? The crane weight is approximately 220,000 lbs. With a displacement across each wheel of 36,677 lbs. (18 tons).

ANSWER: Drawings show pavement in adjacent parking lot is 7” PCC with 6” Base Course. See detail 1, sheet C-502.

1. Note 3 on the chiller schedule references a pump schedule. We are unable to find the pump schedule please advise on pump performance (GPM and TDH).

ANSWER: Pump schedule:

1. Please consider increasing the 330 calendar days period of performance as the chiller has 52 weeks lead time plus ocean freight to 480 calendar days.

ANSWER: POP will be coordinated and adjusted accordingly with the awardee.

1. The existing spring isolators are rusted, the top plates are welded to the Chiller base frame but currently not in scope to replace. Please confirm if these need to be replaced as part of the sow. If need to be replaced, can neoprene pads be used in lieu of springs isolators since the chiller is located outside on grade.

ANSWER: Include removal and replacement of existing spring isolators. Contractor means/methods to fasten to replacement chiller.

1. Please confirm additional corrosion coating such as PSX-700 and blygold are required for the chiller.

ANSWER: Corrosion coating is required for chillers. There are no requirements for type, manufacturer, factory/aftermarket.

1. There is no As-Built provided for the design flow rate, total head and RPM of the chilled water pump to be replaced. Please provide As-Built drawings showing equipment schedule.

ANSWER: Pump schedule provided for question 2.

1. Is a pre-TAB of the existing system and rebalancing the chilled water system required? Or balancing the chiller to provide the as-built flow and head is sufficient?

ANSWER: TAB to ensure system meets existing as-built flow and head is sufficient.

1. Is Cybersecurity Maturity Model Certification (CMMC) Level 1 required for this solicitation for the Contractor prior to award?

ANSWER: CMMC not required.

1. Please provide mechanical & electrical as-built drawings.

ANSWER: As-builts provided.

1. Since the chiller to be replaced is currently down, please confirm no temporary cooling required during the outage.

ANSWER: Confirmed no temporary cooling required.

1. During the site visit, there is only a disconnect safety switch found and no power panel with circuit breaker found. Please confirm the electrical outage LOTO will be thru the safety disconnect switch only.

ANSWER: Confirmed

1. Please clarify whether this RFP is a construction project or a commercial products and commercial services contract. The SOW provided is clearly a construction project.

SCOPE: This project requires all labor, tools, equipment, transportation, and supervision; as required for the project elements as described for the following work:

Scope includes: Removal and replacement of one (1) 160 nominal ton rotary screw water chiller. Minimum cooling capacity of chiller must match existing (150 tons). Additionally, contractor will be required to isolate chiller, recover chilled water, properly dispose of wastewater, and replace existing isolation valves. The chillers primary water pump will also need to be replaced. Lastly contractor shall integrate chiller into existing direct digital control (DDC) system, test, adjust and balance accordingly.

ANSWER: This requirement has been deemed a FAR Part 12 commercial supply acquisition with incidental commercial installation services by the Contracting Officer.

1. If this is a commercial products and commercial services contract, is a Bid Bond required?

ANSWER: This is a commercial products and commercial services contract. A Bid Bond will not be required.

1. 52.219-14 Limitations on Subcontracting (e): please clarify whether which category is applicable to this solicitation.

ANSWER:

(2) Supplies (other than procurement from a nonmanufacturer of such supplies), it will not pay more than 50 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both supplies and services, the 50 percent limitation shall apply only to the supply portion of the contract.

1. Are progress payments allowed on this contract.

ANSWER: No. Quantity and Unit of Issue designated as “1 Lot”, it is the intent to pay one time after completion of performance. The quantity used is 1, then the contract only allows for 1 payment, 1 time, for that 1 delivery when performance is completed.
