About this file
This document is a Questions and Answers (Q&A) record for a federal contract solicitation.
The Q&A addresses five key inquiries from potential vendors. First, regarding qualifications, a Doctor of Physical Therapy (DPT) from an APTA-accredited institution held by a current and unrestricted Licensed Physical Therapist is confirmed as acceptable, meeting the Doctor of Science in Physical Therapy (DScPT) requirement. Second, the Government clarified that pricing will be evaluated through a Best Value Tradeoff approach, where non-price factors of Relevant Work Experience and Past Performance, when combined, carry approximately equal importance to price. Third, the Government identified this as a follow-on requirement with an incumbent contractor, Tridant Solutions Inc., currently performing the work. Fourth, the Government distinguished between Relevant Work Experience and Past Performance as separate evaluation concepts: Relevant Work Experience uses the Work Experience Form to assess similarity of previous projects in scope, magnitude, and complexity, while Past Performance evaluates execution quality on past projects (timeliness, cost control, customer satisfaction) and requires vendor-provided documentation. The Work Experience Form is not subject to the five-page quotation limit, which applies only to vendor-prepared quote documentation. Finally, regarding submission procedures, the Government clarified conflicting guidance by directing vendors to submit quotations through both SAM.gov and email for tracking and confirmation purposes, with alternative submission methods (standard mail or drop-off) permitted only after acknowledgement by the contract specialist or contracting officer.

1. Will a Doctor of Physical Therapy (DPT) from an APTA-accredited institution, held by a current and unrestricted Licensed Physical Therapist, be considered an acceptable equivalent to the DScPT requirement?
a. If not, can the Government confirm that the DScPT requirement is intentional and current, given the limited number of practitioners holding this specific degree?
b. For this requirement a Doctor of Physical Therapy (DPT) from an APTA-accredited institution, held by a current and unrestricted Licensed Physical Therapist, is acceptable
1. How will pricing be evaluated because three places in Section M say three different things about how price factors into award:
a. The Government’s intent is to conduct a Best Value Tradeoff evaluation, where the non-price factors of Relevant Work Experience and Past Performance, when combined, are considered approximately equal in importance to price.
2. Is this a new requirement or is there an incumbent in place now performing the work. If so, who is the incumbent.
a. This is a follow-on requirement.
i. There is an incumbent, Tridant Solutions Inc.
3. Is the work experience form included in the page limit of the response?
a. No.
b. The five-page quotation limit applies to only to the vendor-prepared quote documentation.
4. Does the completed work experience form satisfy the past performance requirements? Are they the same thing?
a. No, Relevant Work Experience and Past Performance are separate evaluation concepts.
b. Relevant Work Experience refers to the similarity of your previous projects in terms of scope, magnitude, and complexity to the work required under this solicitation. The 'Work Experience Form' is used to evaluate this factor.
c. Past Performance refers to the quality of your execution on those past projects (e.g., timeliness, cost control, customer satisfaction). Vendors must provide their own past performance documentation.
5. The Sam.gov announcement specifies email submission, but Section L of the solicitation says Submission of quotes will be received through upload to Contracting Opportunities website at www.sam.gov. In the event of issues with the SAM website, please contact the contract specialist or contracting officer. Quotes http://www.sam.gov/ may be submitted via other transmission methods such as e-mail, standard mail, or drop off only after acknowledgement by either the contract specialist or contracting officer. Which is correct?
a. For tracking and confirmation purposes, submit quotations through both (SAM.gov and email).
