About this file
This is a procurement specification for asphalt delivery to a federal military installation. The Hawaii Air National Guard (HIANG) requires procurement and delivery of not-to-exceed (NTE) 120 tons of HI State Mix 4 on August 10, 2026, and NTE 116 tons of HI State Mix 5 on August 11, 2026, to Building 3428 at Joint Base Pearl Harbor-Hickam, Hawaii 96853. Payment will be based on actual tonnage supplied at contractor-provided unit prices per ton.
Delivery specifications require trucks to arrive beginning at 0930 each morning, with asphalt dumped directly into a paver operated by HIANG at a rate of 20 tons every 20 minutes (or one ton per minute). A representative from the 154 Civil Engineer Squadron will coordinate final trucking times and quantities. While quantities may vary between the two mixes, the total combined cost cannot exceed the quoted amount without written approval from the Contracting Officer. Contractors must reference the Hawaii Department of Transportation website for mix design specifications. The map image identifies the haul route from Mamala Ray Drive and the dump location at Building 3428.
