About this file
This is a Questions and Answers (Q&A) document for Request for Information (RFI) W50SLF-26-QA-006 regarding fire alarm repair services at Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam (JBPHH), HI. The project number is KNDM260011 with a solicitation date of 7/17/2026.
The project scope encompasses fire alarm repairs across six buildings (3376, 3382, 3380, 3379, 3392, 3417) and is strictly limited to like-for-like hardware repairs and component replacements using existing functional conduit and field wiring to the greatest extent possible. Battery replacement is mandatory for all buildings with brand-new, fully charged units matching specified Amp-hour ratings to satisfy NFPA 72 requirements; battery enclosure cabinet replacement is conditional and only required if existing enclosures are physically damaged, severely corroded, or cannot structurally house new configurations. For Building 3376, FACP full replacement is not required—only troubleshooting and resolution of existing trouble and disable statuses related to battery faults and tamper switch issues. Transmitter and antenna replacement are as-needed only if post-award diagnostics prove hardware is defective or unrepairable. Building 3382 Main and Annex FACPs must remain standalone systems with independent transmitters and antennas; wet-pipe sprinkler system repairs are outside scope except for System Sensor Tamper Switch and Potter Flow switch programming. No complete fire alarm or Mass Notification System installation is required; QCFPE third-party inspections are waived but NFPA 72 testing and certification are mandatory. Additional system deficiencies discovered during pre-work site assessment will be evaluated as changes in condition and handled via formal contract modification. The government's estimated cost magnitude is between $200,000 and $300,000. The Price Proposal will feature separate Contract Line Items (CLINs) for each of the seven individual buildings to allow separate invoicing upon successful completion and COR sign-off. No approved NICET-engineered design is required; standard manufacturer product data sheets, basic software-generated battery calculations, sequence of operations matrix, and final system one-line/riser diagrams are sufficient. A single qualified individual may fulfill combined roles of Site Superintendent, Quality Control Manager, and Site Safety and Health Officer. Notice to Proceed will be issued after approved submittals, schedule, and long-lead delivery items are established. UFC 3-601-02 and NFPA 72 shall serve as authoritative guidance for testing, inspection, and certification protocols.

1. PWS, B3376 -SIM
Confirm. It is not intended or required to change the FACP and /or the transmitter & antenna. Only to resolve stated issues and inclusions found during existing condition testing after award.
Confirmed.
FACP: A full replacement of the Fire Alarm Control Panel (FACP) in Building 3376 is not required. The Contractor's scope is strictly to troubleshoot, address, and resolve the existing "trouble" and "disable" statuses (specifically those related to battery faults and tamper switch issues) to restore the existing panel to a fully operational and certified status.
Transmitter & Antenna: A full replacement of the transmitter and antenna is not a mandatory baseline requirement. The Contractor shall troubleshoot and resolve the documented "beeping" issue. Physical replacement, programming, and testing of the transmitter (e.g., Monaco) and/or antenna are only required on an "as-needed" basis if the Contractor's post-award diagnostics prove the existing hardware is defective or unrepairable.
2. PWS-ALL Bldgs Throughout the PWS it indicates to replace & test batteries and replace the cabinet if needed.
Confirm batteries are mandatory, cabinet is ‘as needed’
Confirmed.
Batteries (Mandatory): Replacing and testing the specified backup batteries is mandatory for all buildings. All batteries must be replaced with brand-new, fully charged units matching the specified Amp-hour (Ah) ratings (e.g., 7.2Ah, 7.5Ah, 9Ah, 12Ah, 26Ah, 33Ah) to satisfy NFPA 72 standby power requirements.
Enclosure Cabinets (As-Needed): Replacing the battery enclosure cabinets is strictly "as-needed" (conditional). The Contractor is only required to replace a cabinet if the existing enclosure is physically damaged, severely corroded, or cannot securely/structurally house the new battery configuration.
3.PWS-ALL Bldgs 5.1, Site assessment & verification Throughout the PWS it indicates to replace, program & test the FACP. Replace wiring, lights, and other sensors as needed.
a. Understanding the FACP replacement, shall the other repairs be limited to the PWS descriptions?
b. Will additional deficiencies found in pretesting be treated as a change in condition?
a. Yes. The baseline bidding scope is limited strictly to the repairs explicitly listed for each of the buildings in PWS Section 1.2. Bidders shall only include the cost for the specified hardware.
b. Yes. Any additional system deficiencies, failed field devices, or wiring faults discovered during the mandatory pre-work site assessment (PWS Section 5.1) that must be resolved to achieve full NFPA 72 compliance will be evaluated as a change in condition. The Contractor shall submit a detailed cost proposal to the COR, and approved repairs will be executed via a formal contract modification.
4. PWS, 5.6, Descriptions of work matrix Regulatory compliance is implied to all buildings.
Site visits revealed buildings with various styles & differing types of fire Alarm equipment.
Is it intended to re pipe, re wire, provide new design, submit for reviews and approvals, a complete, New, Fire Alarm / Mass Notification system for all buildings?
No. It is not the intent of this project to install a complete, brand-new Fire Alarm or Mass Notification System (MNS) for any of the buildings, nor does it require a complete facility re-pipe or re-wire. The project scope is strictly limited to like-for-like hardware repairs and component replacements. Existing, functional conduit ("piping") and field wiring shall be reused to the greatest extent possible. Mass Notification System (MNS) installation, programming, or modifications are completely outside the scope of this project.
5. B3382-OPS Group (Main) B3382 FA system is antiquated, and the pipe & wire system is not up to current codes.
a. Shall the costs for a 100% permanent, compliant, replacement system be included for the work at 3382
b. Should the proposal only include the cost to repair the system so it is functional, using new appliances while retaining existing conditions to the greatest extent possible?
c. Will the 154 CES waive the requirement for QCFPE 3rd party inspections and NFPA 72 testing certification for B3382?
c. Shall the B3382 Main & Annex FACP’s remain stand alone or shall they be linked with one transmitter & antenna for the whole building?
a. No. Bidders shall not include the cost of a 100% compliant, brand-new replacement system.
b. Yes. Bidders must only price the repair and replacement of the specific items listed in the PWS (e.g., FACP, Monaco transmitter/antenna, and 33 heat detectors) using existing wiring and conduit to the greatest extent possible.
c. QCFPE 3rd Party Inspections are WAIVED. However, NFPA 72 testing and certification is MANDATORY and cannot be waived, as it is the primary closeout deliverable to restore facility compliance.
d. They must remain standalone. Per the PWS, B3382 Main (using a Monaco BT2-8) and B3382 Annex (using a Monaco BT2-7) must be repaired and programmed as independent standalone systems, each maintaining its own dedicated transmitter and antenna.
6. B3382 Fire Riser If wet system pipe components (Valves, Check Valves, etc) are found to be deficient in the existing condition pretest, will their repair or replacement be treated as a change condition?
Yes. All mechanical wet-pipe sprinkler system repairs - including replacing check valves, backflow preventers, main riser piping, or isolation valves - are completely outside the scope of this fire alarm contract. The Contractor’s only wet-system responsibility under Building 3382 Annex is to "Replace, program, and test the System Sensor Tamper Switch & the Potter Flow switch" to ensure they properly signal the FACP. Any mechanical failures of the wet pipe system itself found during the pre-test will be treated as an out-of-scope differing site condition and handled via a formal contract modification if required.
7. B3392 -CES
PWS -ALL Bldgs Will the contractor be required to provide an approved NICET design for each building that requires additional or modified pipe, wire, locations, & appliances?
No. The Contractor is not required to submit an approved, NICET-engineered design for these like-for-like repairs. Standard manufacturer product data sheets, a basic software-generated battery calculation, a simple sequence of operations matrix, and a final system one-line/riser diagram are sufficient to satisfy the submittal requirements.
8. B3379-WAREHOUSE
The site visit showed that the panels are located in an area that does not comply with NFPA 70 access requirements.
Confirm it is not intended or required to relocate the FACP and associated components to another location
Confirmed. For bidding purposes, it is not intended or required to relocate the FACP in Building 3379. Bidders shall assume the new FACP will be installed "in-place" utilizing the existing footprint, conduit, and wiring pathways to minimize project costs.
• If during the pre-bid site walk or the post-award initial assessment, the Contractor determines that the existing location is so physically restricted that the new FACP cannot be safely mounted, wired, or serviced in accordance with basic safety standards, the Contractor shall propose a localized relocation (e.g., within 5 to 10 feet on the same wall) in their Site Assessment Report (PWS Section 5.1). Any approved minor relocation will be handled as a change order.
9. Proposal Format Will 154 CES amend the Price Proposal to provide a separate CLIN for each Building?
Yes. The Price Proposal/Schedule of Values will be structured to feature a separate, distinct Contract Line Item (CLIN) for each of the seven (7) individual buildings (B3376, B3379, B3380, B3382 Main, B3382 Annex, B3392, and B3417). This will allow the Contractor to invoice separately per facility upon successful completion, testing, and COR sign-off of that specific building's repairs.
10. Describe the Governments cost magnitude (estimate) for this project.
The Government's estimated cost magnitude for project KNMD260011 (Repair Fire Alarms, Multi-Facility, Hickam) is between $200,000 and $300,000.
11. May the contractor provide a single administrative field position for the rolls of QC, SSHO & Superintendent?
Yes, it is acceptable for a single qualified individual to fulfill the combined roles of Site Superintendent, Quality Control (QC) Manager, and Site Safety and Health Officer (SSHO) for this project.
12. Confirm NTP will be issued after approved submittals, schedule, and long lead delivery is established.
Yes, confirmed.
13. Provide all available as builts for fire alarms in this task order.
All available as builts were provided.
14. Is Mass Notification required for any FA System Upgrades? If yes, Identify buildings
Mass Notification System (MNS) capabilities, programming, or voice-evacuation hardware are NOT required to be integrated into the fire alarm systems. The project scope is strictly limited to standard fire alarm repair, localized testing, and NFPA 72 annual inspections.
15. Shall the UFC3-601-02 be used for testing guidance only?
Yes. For the purposes of this contract, UFC 3-601-02 (Fire Protection Systems Inspection, Testing, and Maintenance) shall be used as the authoritative guidance for testing, inspection, and certification protocols.
i. Testing Baseline: The Contractor must perform all post-repair operational tests and final inspections following the specific testing intervals, methods, and criteria outlined in UFC 3-601-02 and NFPA 72 to verify the systems are fully functional.
ii. Reporting Deliverables: Upon successful testing, the Contractor must document and submit their findings per building on the standard NFPA 72 "Fire Alarm and Emergency Communication System Inspection and Testing Form" as required by PWS Section 5.5. No long-term maintenance or recurring inspections beyond the initial post-repair certification are required under this PWS.
