1 Is a Full‐time QA required for this project?
No. A Full‐time QA person is not required
2 For bidding purposes can contractors assume reclaiming the existing pavement with the existing base and using that comingled mixture under the new paving? Or should contractors assume full depth removal and disposal of the existing paving including the existing base off site.
Existing paving and base material may be used as subbase only. Processed aggregate base material must be brought in from off base for under pavements. Excess material must be removed from the base
3 There appears to be some water company work and sewer work. The notes call for contractors to coordinate with the existing utility company. Can an allowance be established for any utility company fees since they will not provide pricing prior to work being performed?
For the purposes of bidding, GCs should allow for the estimated sewer and water fees to be $30,000.00, and incuded in the CLIN 0001 price. If the fees are less than $30,000.00 then the GC will issue a credit to the Government for CLIN 0001. If the fees are more than $30,000.00 then the GC must notify the Contracting Officer and a contract modification must be issued, if necessary, PRIOR to the GC paying any fees over $30,000.00.
