About this file
This is a Questions and Answers document for federal contract opportunity W50S9H26QA040, current as of 24 August 2026. The solicitation concerns delivery and tailgate spreading of 3,340 actual tons of 3-inch minus breaker run limestone base material, specified as Section 305 Base Aggregate Dense 3-inch per WisDOT standards with a maximum particle size of 3 inches.
Delivery will occur Monday through Thursday from 0730–1600 hours at Hardwood Range, with a training blackout period from September 14–23, 2026 (no deliveries allowed after 1200 during this period). Trucks will enter at coordinates 44°13'12.74"N 90°03'24.81"W and exit via the same gate or alternatively at 44°13'12.81"N 90°00'58.95"W, depending on proximity. Material will be tailgate spread starting at 44°13'38.20"N 90°03'23.64"W moving eastward on 3rd Street with a goal thickness of 6 inches; range personnel will handle final spreading to desired width. Internal range roads have no restrictions except in excessively wet or muddy conditions. All drivers will be escorted on and off range property; no advance badging or permits are required. Quality control requires only visual confirmation of loads or optional quarry visits; no project-specific sampling or testing is mandated. Payment is based on certified quarry scale tickets establishing actual accepted tonnage not to exceed 3,340 tons, with range personnel coordinating to prevent over-delivery on final loads. All deliveries must be completed within 45 calendar days after award, with completion date adjustable for government-directed training closures or unsafe weather. Award will be made to the lowest-priced offeror deemed technically acceptable following evaluation per Addendum 1 to 52.212-1.

W50S9H26QA040 – QUESTIONS ANSWERS
Q1. Material speciication: The solicitation uses the terms “3-inch minus breaker run limestone base,” “3-inch breaker run,” and “3-inch breaker rock limestone aggregate.” WisDOT identiies Base Aggregate Dense 3-Inch under Section 305/item 305.0130 and Breaker Run under Section 311/item 311.0110 as separate materials. Please identify the exact WisDOT section, bid item, gradation, and testing requirements that the Government requires.
A1. Section 305 Base Aggregate Dense 3-inch is the deinition they can use. 3-inch maximum particle sized limestone material.
Q2. Placement layout: Please provide a map, drawing, or approximate dimensions showing the designated road segments, including estimated roadway width and linear footage. If the segments will only be marked after award, please conirm that delivery of the ixed 3,340 actual tons and reasonable controlled tailgate distribution will govern acceptance where ield dimensions vary.
A2. The material will be tailgate spread by the contracted dump trucks starting at 44°13'38.20"N 90°03'23.64"W and moving to the east on 3rd street until the material order is complete. The end point will be undeined due to variations in needed thickness along the way. The goal thickness is 6 inches, and the material will be spread to the desired width by range personnel. The only objective the contractor needs to be concerned with is providing/hauling and tailgate spreading the material.
Range personnel will spread out any humps or gaps at the start of the spreads.
Q3. Delivery windows: Please identify anticipated delivery days and hours, training blackout dates, escort requirements, and any minimum or maximum acceptable daily delivery rate.
A3. Delivery will be accepted Monday through Thursday from 0730-1600. September 14-23, 2026, will be a training blackout period. All other training will be worked around. Trucks will enter the range at this gate: 44°13'12.74"N 90°03'24.81"W and leave by that gate until the point it is quicker to send them out of this gate:
44°13'12.81"N 90°00'58.95"W. Range personnel will be at the point of delivery to smooth out the spreads to ensure the next truck can continue spread dumping. If for some reason there is a day that missions cannot be worked around then the contractor will be given a minimum of a days’ notice to pause delivery. There is no delivery min or max delivery rate as long as it its between the operating hours.
Normal Hardwood Range hours are Monday – Thursday, 0730 – 1600. No deliveries will be allowed 14 – 23 Sep 2026 after 1200 during that period.
Q4. Site and truck restrictions: Please advise whether the internal range roads have axle-weight, truck-length, bridge, turning-radius, overhead-clearance, grade, seasonal, or other access restrictions.
A4. Internal range roads do not have any restrictions besides that if the roads are excessively wet or muddy the trucks will have a hard time not getting stuck. If conditions are dry or frozen there won’t be any issue.
Q5. Please also identify any driver badging, security brieing, permit, or advance roster requirements.
A5. All drivers will be escorted on and off the range property, so no driver requirements are necessary, as described above.
Q6. Site visit: Will the Government offer an optional pre-quote site visit or provide photographs/video of the delivery routes and drop zones?
A6. Photo provided in A2.
Q7. Quantity and payment: Please conirm that certiied quarry scale tickets will establish actual accepted tonnage and that invoicing will be based on accepted actual tons, not to exceed 3,340 tons.
Please identify any permitted quantity tolerance and the procedure for avoiding an over-delivery on the inal load.
A7. Range personnel will collect scale tickets and work with the contractor when we are close to 3,340 tons to ensure that amount is not exceeded.
Q8. Compliance documentation: Will a current quarry gradation/test report and written certiication that the proposed material complies with the identiied WisDOT speciication satisfy the quality-control submission requirement? Please clarify whether project-speciic sampling or testing at a stated frequency is required.
A8. A visual conirmation of the loads will sufice for gradation, or range personnel can make a trip to the supplying quarry to visually verify the right gradation and material. No project-speciic sampling or testing at a stated frequency is required.
Q9. Performance period: Please conirm that all deliveries and tailgate placement must be completed within 45 calendar days after award. If Government-directed training closures or unsafe weather prevent access, will the completion date be adjusted for those unavailable days?
A9. Conirmed, complete within 45 days. Completion date will be adjusted if government-directed training closures or unsafe weather prevents access.
Q10. Evaluation method: Section M lists Price and Technical but does not state their relative importance. Please conirm whether award will be made to the lowest-priced technically acceptable offeror or through a best-value tradeoff and state the relative importance of the evaluation factors.
A10. Quotes will be evaluated for technical acceptability in accordance with stated evaluation factors and requirements within Addendum 1 to 52.212-1 – Instructions to Offerors. After determination of technical acceptability, the Government will award the lowest priced offer deemed technically acceptable.
