1. The 128th Air Refueling Wing located at General Mitchell Field Air National Guard Base in Milwaukee, WI intends to establish a Firm Fixed Price contract for Local Telecommunications Services.

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number W50S9G21Q0008.

5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 effective 14 July 2020, and Defense Acquisition Circular.

7. The contractor shall provide Local Telecommunications Service in accordance with the Statement of Work (SOW). The following table contains the description of requirements for the Contract Line Item Numbers (CLIN) items to be acquired and the approximate date and place of the period of performance. Quotes shall also include proposed payment terms, quote expiration date, any special terms and conditions, point of contact information including company address, company CAGE code and SBA socioeconomic or business size.

10. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020) and the addendum, applies to this acquisition.

11. The provision at FAR 52.212-2, Evaluation – Commercial Items (Oct 2014) and addendum applies to this acquisition. Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Award shall be based on best value to the government.

12. FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 20), with its Alternate I (Oct 14), applies to this acquisition.

Vendors must be actively registered in the System for Award Management (SAM); the website is https://www.sam.gov/ at time of quote submittal. 13. The provisions at FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. The clause at FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. The provision at FAR 52.204-26 applies to this acquisition. Refer to Attachment 3 for more information.

Offerors shall include a completed copy of the provisions at FAR 52.204-24 and/ or at FAR 52.204-26 (as applicable) with their quote, or the quoter shall complete paragraph (v) of FAR 52.212-3, if the quoter has completed the annual representations and certifications electronically at http://www.sam.gov.

14. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.

FAR 52.217-5 Evaluation of Options (Jul 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

Evaluation of options will not obligate the Government to exercise the option(s).

FAR 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
