About this file

This is a Questions and Answers document for a federal furniture procurement solicitation released on August 11, 2026. The procurement is solicited as a small business set-aside, is not set-aside under 8(a), HUBZone, SDVOSB, or WOSB programs, and is expected to be under $350,000, making it not subject to the SBA nonmanufacturer rule. The project involves furniture installation in Building 1215 across multiple rooms (106, 107, and 108), with existing furniture to be removed and abandoned to the contractor for disposal at no cost to the Government.

Key requirements include electric height-adjustable desks with gas-spring dual-monitor arms (minimum 26" compatible), continuous worksurfaces, a conference table approximately 84" × 36", and five locking under-desk cabinet-style storage units in the Ready Room. The contractor bears full responsibility for delivery, installation, and all necessary equipment; Government material-handling equipment is not available. All delivery and installation personnel must be pre-approved by Security Forces using SFS Form 12 and present valid REAL ID. Rooms 106 and 108 have specific dimensions (12'6" and 9'6" respectively from south wall to north wall register), though the Government cannot guarantee exact field conditions and contractors retain liability for proper fit and functionality. Standard commercial material warranties and a minimum one-year workmanship warranty from final Government acceptance are required. The solicitation requests 90-day completion but does not make this absolute; contractors must include project schedules in quotes. Furniture from different manufacturers is acceptable provided colors, finishes, and styles coordinate well. Evaluation will use comparative methodology per RFO 12.203, considering technical factors, price, and past performance without formal trade-off procedures, with offerors lacking CPARS records evaluated neutrally rather than unfavorably.

Questions and Answers

Question # Question Answer Date Received 1 Does the SBA nonmanufacturer rule apply to this procurement, and if so, has an individual waiver been obtained or must the quoted furniture be manufactured by a qualifying small-business manufacturer?

The nonmanufacturer rule does not apply to small business set-aside contracts at or below $350,000, but it does apply to all set-aside contracts under the 8(a), HUBZone, SDVOSB, and WOSB programs. This requirement is solicited as a small business set-aside, is not set-aside under any of the listed programs, and is expected to be under $350,000, so it is not subject to the nonmanufacturer rule. No waiver is necessary.

2 Is the contractor required to provide a new microwave/refrigerator combination unit for Room 106, or will the existing units remain?

The existing units will remain and were mentioned solely to describe existing items that will remain in place, so this is unavailable space for new furniture.

7/15/2026

3 Is the contractor responsible for moving all furniture from the LRS loading dock to Building 1215?

The loading dock is available, but it is not required. The contractor is responsible for delivery to and installation at building 1215. A second loading dock has been located, and it has been identified on the updated Purchase Description.

7/16/2026

4 Will any Government material-handling equipment be available?

The contractor is responsible for all equipment necessary to deliver and install at building 1215.

7/17/2026

5 What access or screening requirements will apply to delivery and installation personnel?

All personnel must be pre-approved through Security Forces by submitting their information on an SFS Form 12, which has been attached to the solicitation. This will be used to perform a background check. Approved personnel are required to present a REAL ID upon entry.

One-time deliveries may be able to be accommodated by a government-provided escort, but this will depend on personnel availability and coordination prior to arrival.

7 For contractors that did not attend the optional site visit, will a proposed furniture layout prepared solely from the Government-provided Building 1215 dimensions be acceptable?

The Government-provided dimensions represent the best available data and are accurate to the best of the Government’s knowledge, but it cannot guarantee exact field dimensions, wall squareness, or the precise fit of any specific manufacturer's furniture.

Each potential offeror was provided the opportunity to inspect the site and satisfy itself as to all local conditions, spatial constraints, and physical dimensions affecting the execution of the contract. Failure to attend a site visit or perform accurate field measurements does not relieve the Contractor from the responsibility of successfully performing the work.

The Contractor retains responsibility and liability for ensuring that all furniture meets exact spatial requirements, fits within the designated rooms without blocking egress or utilities, and functions fully as intended.

9 (follow-up to question 8) The furniture in room 107 is built in. Who is responsible for its removal, disposal, wall patching, etc?

10 The notice states that no past-performance submission is required because the Government may obtain information from available sources.

Vendor currently has zero completed federal prime contracts. Please confirm that the Government may consider clearly attributed relevant performance of vendor’s committed furniture dealer/manufacturer/installer, or otherwise treat vendor neutrally rather than adversely for lacking a CPARS record.

In the case of an offeror with respect to which there is no information on past contract performance or with respect to which information on past contract performance is not available, the offeror will not be evaluated favorably or unfavorably on the factor of past contract performance.

Although submission of past performance or other supplementary information is not required, past performance or other supplementary information may be submitted.

The Government may consider quotations that exceed minimum requirements and offer additional value or benefits, even if they are not the lowest priced.

However, formal trade-off procedures will not be conducted.
