About this file

This document is a Questions and Answers (Q&A) file for a telecommunications service contract, specifically related to a SIP (Session Initiation Protocol) circuit installation at Truax Field in Madison, Wisconsin. The Q&A covers five key questions about technical details, including the demarcation point location (connectivity room 114 in building 505 at 3110 Mitchell St), confirmation of phone equipment presence, handoff type (SIP), fiber delivery location (to Building 505), and technical connectivity specifics involving Avaya Session Border Controllers (SBCs). The questions were received between 8/13/2025 and 8/18/2025 and posted to SAM (System for Award Management) on 8/20/2025, indicating an ongoing procurement process for telecommunications infrastructure at a military facility.

Question # Question Answer Date Received Date Posted to SAM 1 What is the demarcation address? The demarcation point is the connectivity room (114) in building 505 at Truax Field. 3110 Mitchell St, Madison

WI 53704 8/13/2025 8/20/2025

2 Is the phone equipment in that room? Yes 8/13/2025 8/20/2025 3 Will this be TDM or SIP handoff? SIP 8/13/2025 8/20/2025 4 Are we building fiber all the way to the building or somewhere else on base and the base will extend?

Fiber would be delivered to Buidling 505

8/15/2025 8/20/2025 5 The ATO (Authority to Operate) of the Guard allows them to take the SIP direct. It doesn’t need any middle-layer conversion from old circuits — they can plug straight into SIP/IP service. Can you confirm this?

My understanding is that the SIP circuit would connect directly to our Avaya SBC's. Every base is different and I know we are one of the few bases with Avaya CM8.1 and SBC's. 8/18/2025 8/20/2025
