About this file

This document is a Questions and Answers (Q&A) file for a federal telecommunications contract opportunity involving SIP trunked telephony service at Truax Field in Madison, Wisconsin. The requirement involves replacing an existing 24-channel TDM circuit with a SIP trunked telephony service, delivering fiber to Building 505, and establishing a new telecommunications connection. Key technical details include a SIP handoff with 24 concurrent call paths, an electrical (copper) interface for the SBC handoff, and a demarcation point in connectivity room 114 of Building 505. The current service provider is Verizon, but this is a new requirement with no incumbent contract. Historical long-distance minute usage ranges from 3,800 to 4,600 monthly, with an anomalous peak of 40,000 minutes. International calling is not currently authorized, though it may be considered in future contract modifications. The quote response deadline is 9/8/2025, with the opportunity originally posted on 8/6/2025.

5 The ATO (Authority to Operate) of the Guard allows them to take the SIP direct. It doesn’t need any middle-layer conversion from old circuits — they can plug straight into SIP/IP service. Can you confirm this?

My understanding is that the SIP circuit would connect directly to our Avaya SBC's. Every base is different and I know we are one of the few bases with Avaya CM8.1 and SBC's.

6 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

This is a new requirement. This office has not awarded a contract for this project in the past, and no contract currently exists. Current services are provided by Verizon.

11 Is there any historical usage for this account in terms of total LTS minutes/month? What is the average number of monthly long-distance minutes?

Looking at JUL and AUG, we saw 3800 and 4600 long distance minutes, respectively. Over the last year that looks like relatively high usage. We have seen usage as high as 40,000 minutes, although that was an anomaly.
