About this file

This is a Purchase Description for BAK-14 High Speed Rollover (HSRO) Support Arm Replacement components required by the 115th Fighter Wing at Truax Field, Madison, Wisconsin.

The 115th Fighter Wing operates aircraft arresting cable systems on two runways (03/21 and 18/36) at Truax Field, which is shared with Dane County Regional Airport (MSN). The existing BAK-14M support arms (current P/N 9D02603-1, legacy P/N 52F2111-150) have experienced repeated failures when aircraft taxi over them in an extended/up position at speeds of 25 knots or greater. The requirement is for 48 High Speed Roll Over (HSRO) units to replace all existing support arms on both runways, plus additional spare units. The upgraded HSRO BAK-14 barrier arms must be pneumatically actuated to align with the existing actuation system, capable of sustaining taxi speeds up to 75 knots (the maximum deceleration speed allowed on the subject runways), and compatible with the existing legacy assembly housing enclosure (P/N 9D01053-1). Offerors must provide documentation demonstrating that the proposed product has been tested and proven capable of sustaining repeated instances of taxi speeds up to 75 knots. The dealer is responsible for determining all additional components, hardware, racks, cables, and other necessary items to deliver a fully functional drop-in replacement solution with no further modifications required to the existing system. Offers will be evaluated for completeness and quality.

Purchase Description

BAK-14 High Speed Rollover (HSRO) Support Arm Replacement

1. BACKGROUND: The 115th Fighter Wing is located at Truax Field, Madison WI and conducts flying operations sharing runways with Dane County Regional Airport (MSN). Currently, both runway 03/21 and runway 18/36 have barrier arresting cable systems, one and two each – respectively, installed to facilitate military as well as commercial aircraft operations.

The 115th Fighter Wing has experienced continued failure of the existing BAK-14M support arms when aircraft taxi over them in an extended/up position at speeds of 25 knots or greater, driven by the airfield’s layout, joint military and civilian use of surfaces, and weather.

The current BAK-14 systems installed at Truax Field/Dane County Regional Airport are the legacy, P/N 52F2111-150, current Support Arm & Cover Assembly installed is P/N 9D02603-1

2. The 115th Fighter Wing has a requirement to upgrade the existing BAK-14M support arms with components that will reduce the frequency of failure currently being experienced. The current requirement will be for 48 High Speed Roll Over (HSRO) units to replace all the existing support arms on both runway 03/21 and runway 18/36, as well as additional spares.

3. All requirement descriptions below state desired functionality. The dealer will be responsible for determining what additional components, hardware, etc. will be necessary to deliver a fully functional system. This includes mounting hardware, racks, cables, and any other item that may be necessary but is not specifically mentioned. This requirement is for a drop-in barrier arm upgrade replacement solution with no further changes/modification to the existing system at Dane County Regional Airport to achieve a fully functional aircraft arresting system. Offers will be evaluated for completeness and quality.

4. The upgraded HSRO BAK-14 barrier arms must meet the following minimum requirements:

• Pneumatically actuated, to align with the currently installed actuation system.

• Capable of sustaining taxi speeds of up to 75 knots, which is the maximum deceleration speed allowed on the subject runways.

• Compatible with the existing BAK-14 legacy assy. housing enclosure, P/N 9D01053-1

• Documentation showing proposed product has been tested and proven to be capable of sustaining repeated instances of taxi speeds up to 75 knots.
