About this file

This document provides questions and answers regarding solicitation number W50S9C-23-B-0001 from the Department of the Army Vermont Army National Guard to expand an existing photovoltaic array. The solicitation seeks a base design to install a 1200A switchboard, 500kVA pad-mounted transformer, 125kW/125kWh battery energy storage system, and expand the photovoltaic panels to 375kW. Option 1 provides the incremental cost to add a recloser and delete the remote terminal unit, with Option 2 changing the transformer to 750kVA. Option 3 increases the photovoltaic system to 437.5kW by adding an inverter and panels. Options 4 and 5 offer incremental costs to increase the battery energy storage system capacity to 250kWh then 500kWh. Option 6 adds stone drainage under the expanded solar array. Bids are due by August 18, 2023.

QUESTIONS and ANSWERS

As of 8/18/23

1. Question: What type of stone is required for Option #6 Stone Drainage Cover?

Answer: This is detailed on drawing C-1. This drawing was accidentally omitted for the original drawing set. It was uploaded to SAM.gov on 15 Aug 23.

2. Question: Where is the laydown area?

Answer: The laydown area is depicted below. Contractor to install construction snow fencing from fire department to connect to the installation perimeter fence line. See picture below. Contractor is responsible for returning the laydown site to existing conditions upon conclusion of the project.

3. Question: Is there a preferred method of excavation?

Answer: Means and methods are not dictated, contractor shall take reasonable precautions to not damage utilities in utility rich areas or in areas where unprotected utilities are present.

4. Question: Are the trees staying near the areas where equipment is located near NCO Drive?

Answer: Yes.

5. Question: What is the water line depth on base?

Answer: Varies. Assume a minimum of 5-6ft.

6. Question: Is there water connection on site for providing water for fire suppression?

Answer: BESS system shall meet the requirements of UL9540A and NFPA 855. BESS battery section shall be provided with self-contained, internal fire suppression system with water supply located in a tank within the BESS enclosure. Remaining sections of BESS for inverter and other components outside the battery area to be chemical type system (i.e. Novec). BESS shall have the required fire/smoke detection, gas detection and ventilation as required by NFPA 855.

7. Question: Does Option #6 Stone Drainage only include area under the Base Bid?

Answer: Price for Option #6 shall include the entire solar panel area encompassed by both Base Bid and Option #3.

8. Question: The written specification says:

The BESS shall be rated at 125 kVA at 0.95 pf and deliver 125 kWh at End of Life year 20 at point of interconnection.

1. The BESS shall be rated at 250 kVA at 0.95 pf and deliver 250 kWh at End of Life year 20 at point of interconnection.

2. The BESS shall be rated at 250 kVA at 0.95 pf and deliver 500 kWh at End of Life year 20 at point of interconnection.

The drawings call for a BESS that is:

125kW/125kWH 250kW/250kWh or 250kw/500kWh

Please confirm that delivering 125, 250 and 500kWh at 20-year end of life is correct as this increases the size of the ESS.

Answer: The BESS rating shall be based on the "End of Life year 20 at point of interconnection" per the specifications.

9 Question: Please provide clarification on how to price CLINS. Are these intended to be Incremental Cost?

Answer: The following is provided for changes to wording on Drawings E3.1 and E3.2. Changes are indicated in BOLD. CLIN Descriptions have been revised to reflect same wording.

BASE DESIGN:

1. 1200A, 277/480V SWITCHBOARD, 500KVA PAD TRANSFORMER, 125KW/125KWH

BESS, 375KW PV, GREEN MOUNTAIN POWER (GMP) RTU. GMP RTU FURNISHED

AND INSTALLED BY GMP HOWEVER CONTRACTOR SHALL BE RESPONSIBLE FOR

COSTS (ESTIMATE $30,000). ELECTRICAL CONTRACTOR TO PROVIDE PEDESTAL,

ALL CIRCUITING AND MOUNTING OR RTU ON PEDESTAL.

OPTION #1:

1. INCREMENTAL COST TO ADD GMP RECLOSER AND DELETE GMP RTU. GMP

RECLOSER FURNISHED AND INSTALLED BY GMP HOWEVER CONTRACTOR SHALL BE

RESPONSIBLE FOR COSTS (ESTIMATE $80,000 INSTEAD OF $30,000). ELECTRICAL

CONTRACTOR TO PROVIDE RECLOSER VAULT AND ALL WORK EXCEPT SETTING AND

ENERGIZATION OF RECLOSER.

OPTION #2:

1. INCREMENTAL COST TO CHANGE 500KVA TRANSFORMER TO 750KVA

TRANSFORMER.

OPTION #3:

1. INCREMENTAL COST TO CHANGE PHOTOVOLTAIC SYSTEM FROM

375KWAC/406KWDC SYSTEM TO 437.5KVAC/474KWDC SYSTEM BY CHANGING THE

NUMBER OF 62.5KW INVERTERS FROM (6) TO (7) AND INCREASING THE

PHOTOVOLTAIC PANELS PROPORTIONATELY.

OPTION #4:

1. INCREMENTAL COST TO CHANGE BESS FROM 125KW/125KWH TO

250KW/250KWH OUTPUT.

OPTION #5:

1. INCREMENTAL COST TO CHANGE OPTION #4 BESS ENERGY OUTPUT FROM

250KWH TO 500KWH.

OPTION #6:

1. ADD STONE/DRAINAGE UNDER BASE DESIGN AND OPTION #3 NEW SOLAR

ARRAY PER DETAILS. MATCHES AND EXTENDS FROM EXISTING STONE/DRAINAGE

AT EXISTING ARRAY
