About this file

This document provides an amendment to a solicitation for repairing the HVAC system at a hazardous materials storage facility. The amendment extends the period of performance to 365 days from notice to proceed. It also incorporates answers to questions about the scope of work such as salvaging and disposing of existing equipment, providing a new glycol feeder, insulating ductwork, and clarifying that new ductwork is required in certain areas. Bidders must acknowledge the amendment by the revised bid opening date of July 28, 2022.

The related federal contract opportunity is a solicitation to modify an existing 1,800 square foot facility to accommodate hazardous materials storage. This will include demolishing the existing HVAC system and installing a new system along with electrical and control work as described in the drawings and specifications. Attention is directed to the limitations on subcontracting clause requiring at least 15% of the contract amount to be performed by the prime contractor. The NAICS code is for general construction and the contracting agency is the Department of the Army Vermont Army National Guard. The deadline to submit questions was July 28, 2022.

QUESTIONS & ANSWERS

1. Question: Period of performance for the project?

Answer: Period of performance for the project is 365 days from notice to proceed.

2. Question: What equipment shall the contractor salvage and turn over to the government?

Answer: The contractor shall salvage and turn over to the government the following equipment:

a) Boiler

b) Fan Coil inside room 111, with corresponding exterior heat pump

• Contractor to drain R-22 refrigerant into condenser for turnover to government

c) Two (2) working explosion proof exhaust fans in storage bays

.The contractor is responsible for disposal of all other materials/equipment.

3. Question: The glycol feeder for the cooling portion of the building was missing. This was called out for reuse.

Answer: Provide and install new glycol feeder to building system. The glycol feeder shall have be similar to the Neptune DBF-5HP Vertical by-pass feeder with 5 gallon capacity.

4. Will hazardous materials remain inside the building?

Answer: The government will temporarily store materials in a different facility. To minimize time in temporary storage, the contractor shall have replacement materials/equipment/ systems submitted, approved and on hand, before disabling and demolishing equipment. The contractor shall give a minimum of two (2) week notice, before disabling equipment, to provide adequate time for the governments to temporarily relocate hazardous materials.

5. During the site visit a large additional storage container was seen in the fenced in area near the condensers for the building. This is not shown on plans, but will remain on the site during construction?

Answer: The government will move the container approximately 3-4 feet away from the building for access to the condensers.

6. Is the ductwork located in the electrical room and the supply air duct located in the staging / segregation rooms considered a "finished space"? Does it require an aluminum jacket per the duct insulation specification 23 07 13, page 3, section 3.03, paragraph E.

Answer: The ductwork located in these areas is considered within a finished conditioned space. Provide insulation per spec section 23 07 13, page 3, section 3.04, Line A.

7. If the ductwork/piping is covered in insulation does the insulation require painting?

Answer: Provide the rigid insulation with a FSK finish.

8. On drawing MD1.1 for EF-2 it shows the ductwork remaining as is. On M1.2 for EF-2 it shows new ductwork at this location. Which is correct?

Answer: Furnish new ductwork up to interior of the exterior wall.

9. Reference Mechanical Schedules on Dwg. M5.1 dated 5/5/2022. Unable to find on the schedules or in the specifications a manufacture or model number required for the MAU-1, EF’s, UH’s, HP’s and RGD’s that we can use as a basis of design. Can the engineer provide us with that information?

Answer: The government cannot provide a basis of design as it constitutes a “Brand Name or Equal” and requires special Justification & Approval (J&A) that was not prepared for these items. This was a result of Defense Federal Acquisition Supplement Case 2017-D040 and “Department of Defense (DoD) is amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2017, which requires that competition in DoD contracts not be limited through the use of brand name or equivalent descriptions, or proprietary specifications or standards, in solicitations unless a justification for such specification is provided and approved in accordance with 10 U.S.C. 2304(f).”

10. Would you please advise if we are able to mail our proposal in (via certified mail)? If so, would you please provide the desired address for the proposal to be mailed to?

Answer: Bids can be mailed to same address as the Bid Repository listed in the solicitation.
