W50S9A-20-Q-2300 Mess Attendants and Contract Cooks

Questions & Answers

1. Is this a new Contract? Have there been any substantial changes to the requirements from the most previous contract?

This is not a new contract effort and the scope of services to be performed are similar to the previous contract requirements.

2. What was the dollar amount of the most recent contract to include all options? How many options years were included?

The previous contract (W911YP-15-C-2000) was a Base + 4 option years. Please reference the stated contract number (search without dashes) on https://www.fpds.gov/fpdsng_cms/index.php/en/ for more information regarding the previous contract values.

3. Is it required for all staff to be present from 0600 to 1530 each drill?

Does performance allow for the staff to stagger the schedule based upon need?

How many staffers are currently being used?

Is that number of employees sufficient to do a complete job?

How many cooks and mess attendants are needed?

What are the number of hours worked per year?

This is a performance based acquisition and offerors are encouraged to evaluate the stated workload requirements and propose their best solution. Therefore, a specific number of staffers utilized nor a specific number of hours will be provided. However, please reference the requirements stated in the Performance Work Statement (PWS). PWS section 1.4.3 Place and Performance of Services states the following “The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. The contractor shall provide services between the hours of 0600 – 1530 during UTAs as specified in the UTA schedule at Appendix A.” Appendix A provides the following required works hours for mess attendant and contract cooks:

• Mess attendants from 0700-1430 each day

• Contract cooks from 0600-1230 for lunch and 0600-1000 for breakfast

“A half hour lunch will be authorized. Lunch breaks will be coordinated with the FSO.”

4. Will we have access to the current staff, and/or a Project Manager/Supervisor?

The period of performance for the previous contract ended in November of 2019 and there are no restrictions that preclude vendors from reaching out to staff members who previously performed this work. A list of incumbent employees and/or a project manager/supervisor with contact information may be provided by the government after receipt of award.

5. What is the square footage of the dining facility and kitchen area?

The dining facility and kitchen area is approximately 7,950 square feet.
