W50S9A-21-Q-0004 Maintain Fire Suppression Systems

Type: Sources Sought/Request for Information

1. Notice

This is not a solicitation but rather sources sought to determine potential sources for information and planning purposes only. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Contractors responding to this posting are advised their response does not guarantee awards in future solicitations or contracts.

The 151st ARW Contracting Office is seeking companies, including small businesses, who can provide the construction services outlined in the attached draft statement of work.

The proposed North American Industry Classification Systems (NAICS) Code is 541350 Building Inspection Services, which has a corresponding size standard of no more than $8 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is considering all small business concerns at this time.

2. Description

The hangar fire suppression systems on the Roland R. Wright Air National Guard Base require perfluorooctane sulfonate and perfluorooctanoic acid (PFOS/PFOA collectively known as PFAS) decontamination and maintenance. While the Aqueous film forming foam (AFFF) concentrate has been updated to a version with significantly lower PFAS concentrations, the system piping still contains AFFF solution with significant PFAS. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform decontamination and maintenance of the PFAS from the fire suppression system piping. This work does not include the disposal of the hazardous PFAS material and is for the decontamination and maintenance services only. Please reference the attached draft performance work statement document for full information on this project.
