Questions & Answers - Project Number PYKL162023 “Fire Pump Emergency Backup Generator”

1) In order to pull out and pull new feeds into the existing transformer, whether you do them one at a time or all at once, the power company transformer will have to be shut down. This will shut down all 3 existing feeds currently feeding the fire pumps. Will a standby generator be required for the fire pumps during any outage? - No

2) Are the new conduits from the new generator required to be in a concrete encased duct bank? If so, please provide detail. - Yes, it is of typical design

3) The PWS states “The diesel generator shall feed the existing emergency back up panel”. The one-line drawing does not show an existing emergency back up panel. It shows the generator feeding the transfer switches direct and then to the Fire Pump Controllers. Please clarify. - The existing emergency panel is fed by another generator

4) Is there a preferred Fire Suppression Contractor that either services or maintains the existing Fire

Pump Controllers? - Yes, VCS of Memphis TN

5) Please provide specifications associated with the project to include all generator specs, sound enclosure specs, underground conduit specs, transfer switch specs etc. - There is not one specified, so the contractor would submit one as a material submittal if awarded the contract.

6) Will the TNANG be responsible for de-energizing and re-energizing the power company transformer, or will the awarded contractor be required to use a medium voltage contractor outside of the base? -

The local utility company which is Memphis Light Gas and Water

7) Can a time extension for the bid due date be issued in order to process the answers associated with the Q&A? – The Government is not planning to extend the bid due date at this time

9) The current POP for the project is 365 days. Most generators have a minimum of a one-year manufacturer lead time. Will a time extension be issued in relation to equipment lead times? – The

Government is not planning to issue a time extension at this phase of the procurement process

10) Will there be a public bid opening? – Bids will be opened electronically – The Government will provide a bid response

11) Per 1.1.1 of the PWS, the contractor is to submit a narrative describing their work plan. Will this project be awarded solely based on “Low Price” or will it be considered a “Best Value” award? – Lowest

12) Are any architectural/ flashing covers required over the exposed conduits to be mounted on the side of the building where the conduits transition from underground and into the fire pump room? - Only the

13) We had a point of clarification on the sub note 26 as shown below on Drawing E130.

It states to provide 3/4" threaded copper pipe to reconnect the fire pump controller sense lines at the new locations beside the fire pumps.

Typically, these sense lines are 1/2" threadable brass. We wanted to make sure of the pipe type and size. Could you please verify and advise? – Provide ¾” threaded copper pipe to connect existing valve and gauge
