About this file
This is a Questions and Answers document for the 119th Knowledge Wall Refresh contract opportunity. The document addresses 51 clarification questions regarding an audiovisual system upgrade project for the 119th Wing, involving three primary spaces: S6, S6 Conference Room, and S7.
Key technical requirements include: installation of nine 65-inch TAA-compliant 4K displays across multiple locations; fiber optic cabling as the preferred infrastructure (contractor-supplied unless existing fiber can be repurposed); multimode LC fiber connections for rack-mounted equipment to encoders/decoders; audio amplifiers and digital signal processors (existing speakers to be reused where possible); and a unified control system with physical touch panel only (no web UI). The S6 space requires a 6x3 video wall capable of displaying 3 simultaneous sources using 2 J-Tech Digital 3x3 Video Wall Controller Multiviewers; the S6 Conference Room needs a 3x2 wall for 2 simultaneous sources; and S7 requires a 4x2 wall for 3 simultaneous sources. The contract specifies 4 total ATSC decoders shared across locations, Cisco codec integration (Cisco/CIS DTD-RMBAR65-02-L1 or equivalent) with 2 video outputs in the S6 Conference Room, and replacement displays for existing GFE video walls as an optional line item. Installation contractors must possess TOP SECRET/SCI security clearance. The contractor assumes responsibility for removing and deinstalling existing equipment and cables (unless reusable), realigning GFE video walls, providing all network infrastructure for an isolated (non-wireless) system, and managing project scheduling around the Wing's compressed work schedule (Monday-Friday 0700-1630, with alternating Mondays off). The Period of Performance is defined as 1 month or until project completion, with the 119 COS responsible for disposal of removed hardware.

Q16: Please provide the following two (2) drawing packages: 1. As-built audio video installed system which Includes flow diagrams (i.e., audio, video, control, power, etc.), and rack elevations; 2. Architectural drawing package (i.e., floor plans, reflective ceiling plans, elevations, etc.)
A: 1. Not sure if this is available, 2. Will need to get this from CE.
Q17: For each location, please provide the maximum number of images you need on each videowall at the same time.
A: Number of concurrent displays from different sources; S6 – 3, S6 Conference Room –
2, S7 – 3.
Q18: Since you’re adding a new Cisco endpoint in the S6 Conference room, would you like us to provide integration to the new codec? If yes, please provide ALL the Cisco components make, model numbers & quantities. Also specify 1, 2 or 3 video outputs from the codec and how many input sources we should provide.
A: Contract for the Cisco/CIS DTD-RMBAR65-02-L1 or equivalent should be out for bid soon. We would need 2 video outputs from the codec as we plan to install 2 of each for separate classified conferences.
