About this file
This is a Performance Work Statement (PWS) for installation services at McGhee Tyson ANG Base, Building 263, with a period of performance of one month or until project completion. The contractor must restore to functional status three knowledge walls (SCIF 6, SCIF 7, and S7 side rooms) that were previously non-operational due to loss of Authorization to Operate by a predecessor contractor.
The primary requirements include installing TAA-compliant AVoIP video wall systems with pre-configured layouts selectable from in-room touch panels; providing and installing secure KVM solutions with CAC card reader support and secure wired keyboards at multiple workstations; installing LED security state indicators at entry doors and within rooms; providing replacement ATSC tuners (four units each for S6 and S7 rooms); and installing control systems with touch panels featuring "Displays Off" panic buttons to mute images and audio when unauthorized personnel enter. Additional deliverables include 65-inch TAA-compliant displays for side and rear walls, a Blu-ray/DVD player in the S6 conference room, and comprehensive hands-on training for both end-users on equipment operation and maintenance personnel on troubleshooting and basic maintenance not covered by the service contract. The contractor must furnish all personnel, equipment, tools, materials, supervision, and quality control except workspace provided by the Government. Services shall be performed between 0730–1530, Monday through Friday, excluding recognized US federal holidays and facility closures. The contractor must possess or be eligible to receive and maintain a TOP SECRET/SCI facility clearance from DSCA, and all contractor employees must hold TOP SECRET/SCI security clearances. All contractor employees must complete AT Level I training within 15 calendar days of contract start and submit completion certificates to the Contracting Officer within that timeframe. Service Contract Reporting of all labor hours (including subcontractors) is required annually by October 31 via SAM.gov.
