MEMORANDUM FOR RECORD

SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION W50S98-24-B-0006, Repair MSG & Facility Electrical System

Date: 30 August 2024, 1400-1500

1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following Government representatives attended the subject meeting:

a. LTC David Barret, 134th Civil Engineering

b. TSgt Brian Morelock, 134th Mission Support Contracting Office

c. SSgt Kristen Phipps, 134th Mission Support Contracting Office

2. The following items were discussed during the Pre-proposal Conference:

a. Lt. Col Barrett explained the scope of work of the project with Google Maps references.

b. Lt. Col Barrett explained the period of performance of the project.

c. SSgt Phipps explained IFBs

d. SSgt Phipps explained bid packages and the importance of a complete bid exactly to the specification and drawing of the project.

e. SSgt Phipps explained bid due dates: 23 September 2024 2 PM

f. SSgt Phipps explained amendments to solicitation on SAM

g. SSgt Phipps discussed helpful websites

h. SSgt Phipps discussed how to submit questions

i. SSgt Phipps discussed the magnitude of the project: $500,000 to $1,000,000

3. A power point slide presentation on the project specifics and the bid process was briefed to all attendees (attached).

4. Questions must be submitted in writing via email, especially technical questions to:

brian.morelock@us.af.mil and kristen.phipps@us.af.mil. DO NOT CONTACT the Design Engineers or the Government Engineers. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to Sam.Gov. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued.

All correspondence, questions and answers, amendments etc. will be issued via email.

5. Attendees visited the sites for inspection.

6. Any amendments that are issued will posted to Sam.Gov. Contractors were advised to check the website frequently.
