About this file
This is a Questions and Answers document for federal contract opportunity W50S9726Q0005, a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) lodging contract with a minimum of four properties to be awarded as Firm-Fixed Price contracts.
The solicitation requires the prime offeror to be registered under NAICS code 721110 and to own/operate the lodging property. Hotels must be located within 30 miles of both specified locations, with government preference for lodging in Wilson or Williamson County, though Davidson County proposals will be considered. All proposed locations must meet security standards outlined in the Performance Work Statement paragraph 5.5. Expected lodging demand includes approximately 150 members requiring two nights for traditional drill weekends and four nights for super drills, plus approximately 75 members requiring one night for traditional drill and three nights for super drills. Most stays are expected on weekends, though quarterly drills and super drills (Thursday-Sunday) may occur during weekdays. Single occupancy rooms are preferred, though offerors may include both single and double occupancy options in quotations. The typical length of stay is two nights, with longer stays for quarterly and super drill periods. Reservations may be cancelled without charge no later than 24 hours before the reservation begins for both groups and individuals. Awards will be issued as government-issued IDIQ contracts; contractor-provided Letters of Intent or commercial contracts are not required or recognized. Previous award incumbents were Government Lodging Specialists, LLC (W50S9724DA001), The Harvest Pot (W50S9724DA002), CMB Two Hotels, LP (W50S9724DA003), and Cayenne/Holiday Inn (W50S9724DA004).

W50S9726Q0005 Questions and Answers
Q1. Must the legal entity that owns/operates the lodging property be the prime offeror under
NAICS 721110?
A. Yes, the prime offeror must be registered under NAICS code 721110. The Government will verify the offeror's NAICS code in the System for Award Management (SAM.gov). This requirement ensures that the award is made to a qualified business that is classified under the correct North American Industry Classification System (NAICS) code for this service.
Q2. On the mileage distances below, does the hotel need to be within 30 miles of each location OR ONLY within 30 miles of ONE of the locations?
A. The hotel must be within 30 miles of both locations, reason being, we have members that report to both locations.
Q3. How many properties is your team seeking to add to the list for this BPA?
A. The Government intends to award Multiple Award Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contracts. MINIMUM OF FOUR (4), however, could be more based on availability.
Q4. Is there Historical data available for expected average length of stay?
A. The typical length of stay is two nights. However, for quarterly and "super drills," the length of stay will be longer. Offerors are directed to the Performance Work Statement, Section 1.1, for a detailed breakdown of lodging requirements.
Q5. Are stays expected to be primarily on the weekends?
A. Yes, most stays will be on weekends. The exception to this will be for our “super drill” periods, which will be Thursday- Sunday. Also, some members perform quarterly drills, so their stays will be during the week also.
Q6. How many nights on avg per month are expected per reservation?
A. Estimated that 150 members will need 2 nights (Friday and Saturday Nights for Traditional Drill weekend) 4 nights on super drill (Wednesday Night through Sunday Morning) Estimated 75 Members will need 1 night (Saturday evening of traditional drill) and 3 nights Super Drill (Thursday Night-Sunday Morning).
Q7. Is there an incumbent from a previous award?
A. W50S9724DA001 Government Lodging Specialists, LLC W50S9724DA002 The Harvest Pot
W50S9724DA003 CMB Two Hotels, LP W50S9724DA004 Cayenne (Holiday Inn)
Q8. In order to accurately verify room availability and obtain precise quotations from the hotels, we kindly request clarification on the required number of Single/ double occupancy rooms?
A. Single occupancy rooms are preferred, but feel free to include both in the quote.
Q9. Contracting and LOI Procedures Regarding the award process, does the Government require the signing of a contractor-provided Letter of Intent (LOI) or a specific commercial contract? If so, is a sample document available that I may share with my management for review?
The Government does not require or recognize contractor-provided Letters of Intent (LOI) or other commercial contracts for this requirement. Any awards made as a result of this solicitation will be in the form of a government-issued IDIQ contract.
Q10. Cancellation Policy for Groups vs. Individuals Section 5.3.3 states that reservations may be cancelled no later than 24 hours before the reservation begins without charge. Does this 24-hour policy apply to the entire group block, or is it specifically for individual room cancellations within that block?
A. The cancellation policy is for both groups and individuals. Group cancellation is rare; government shutdown is an example as to why this might happen.
Q11 Does the government have a preferred location for the 30-mile radius?
A. Regarding the location, the government's preference is for lodging in Wilson or Williamson County, but proposals for Davidson County will be considered. Offerors must ensure that any proposed location, regardless of the county, meets the security standards outlined in PWS para 5.5.
