SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:

INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
Description of the Project: Construct Aircraft Maintenance Facility. Project includes construction of a new 38,975 SF facility including administration and maintenance areas, site work, landscaping, demolition, concrete, asphalt paving, utilities, precast concrete walls, masonry, fully adhered membrane roofing, structural and miscellaneous metals, doors, windows and glazing, HVAC and DDC, plumbing, electrical and communications systems, fire and security alarm systems, fire suppression, flooring, demountable wall systems, painting, and other miscellaneous work as required. In addition to a base price for the work described above, the solicitation includes Options. There will be a total of three Options. Options are as follows: (1) interior finishes and construction within 7,045 SF of shelled space included in the Base Bid; (2) construction of additional shop and storage space of 6,805 SF (for increased total of 45,780 SF); (3) site demolition and construction of parking lot. This project shall meet LEED SILVER Certifiable level of construction; Energy Policy Act of 2005 compliance; and Executive Order 13693 compliance.
1. Instructions to Bidders:
1.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled W50S9622B0001 –
Construct Aircraft Maintenance Shops, Project Number LUXC099042, at the 114th Fighter Wing Air National Guard Base, Sioux Falls, SD.
1.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price.
1.3. This solicitation is set-aside 100% for small businesses.
2. EVALUATION FOR AWARD.
Option CLINs will be evaluated in accordance with FAR 52.217-5.
3. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT:
3.1. A pre-bid conference will be conducted on January 5, 2022 at 2:00 PM CST for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at 114th Fighter Wing – South Dakota Air National Guard Base, 1201 West Algonquin St, Sioux Falls, SD 57104. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference. All questions for the pre-bid conference must be submitted via email by seven calendar days prior to the pre-bid conference (current deadline is December 29, 2021, 1:00 PM CST but subject to change if the pre-bid conference date/time changes).
3.2. Due to security conditions, all offerors must register to attend this conference and site visit. Lt Benz will email a form back that will require information for each person attending along with instructions on submitting the form AND current COVID protocol while on base. Face coverings/masks must be worn at all times while on the installation. No exceptions.
3.3. This information must be provided 5 business days prior to the meeting in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary;
however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site.
3.4. Visitors must pick up their passes at the Installation’s Main Entry Gate prior to the meeting. Please arrive
30-45 minutes early to allow sufficient time for processing. You will be required to present the following information upon arrival: a valid Drivers License or valid Government issued identification. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
3.5. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
3.6. A record of the conference shall be made and furnished to all prospective bidders via posting at https://sam.gov. The record will include minutes of the meeting, sign-in sheet, and presentation slides.

4.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach bidders before the submission of their bid.

4.4. Any changes to the drawings, specifications, etc. will be issued in the form of an amendment. However, any answers that clarify or provide an interpretation to the drawings, specifications, etc. will NOT be posted via amendment but rather as a response to the RFI on SAM.gov at https://sam.gov.
4.5. Receipt by the offeror must be acknowledged in the space provided on the SF 1442 or by returning a signed copy of the amendment by the time set for receipt of bids.
4.6. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Contract Opportunities (SAM.gov) system. Plans and specifications are locked on SAM.gov and require Contractors to request explicit access from the Contracting Officer OR export controlled access through DLA. See complete instructions on SAM.gov. SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with SAM.gov before accessing the system.
4.6.1. Amendments, if/when issued will be posted to https://sam.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. Websites are occasionally inaccessible due to various reasons.
5. BID REPOSITORY AND BID OPENING:
5.1. Email is the preferred method of delivery for bids. Electronic documents shall be submitted in Microsoft Word format or Adobe Acrobat (PDF). Documents must not be locked or require a password. Bids may also be mailed to the address in Block 7 of the SF1442 or hand carried to the bid opening. Hand carried bids must be received by the Contracting Office and time stamped prior to the established IFB closing time. If you are planning on hand carrying bids or attending the bid opening, you must send an email at least seven days in advance of the IFB closing date to jeremiah.minter@us.af.mil, eric.comes@us.af.mil AND monty.c.eisenbraun.mil@army.mil.
Instructions for obtaining entry to hand carry bids or attend the bid opening will be provided upon request. Late receipt of bids may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.
5.2. The bid opening will occur at the time and date specified in Block 13 of the SF1442. All interested offerors and their major subcontractors are encouraged to attend the bid opening.

6. WAGE DETERMINATION:
6.1. Construction Wage Rates applicable to this project are SD20210028, Modification 3 dated 09/03/2021 as shown in Section 00800.
7. BID PREPARATION EXPENSES AND PRE-CONTRACT COSTS: This IFB does not commit the Government to pay costs incurred in preparation and submission of bids or for other costs incurred prior to award of a formal contract.
8. CLAUSES:
8.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
9. DISPOSITION OF UNSUCCESSFUL BIDS:
In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful bids including the bid bond.
10. OFFERORS QUALIFICATIONS:
To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example: PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union, which prevailed in the survey for this classification, which in this example would be Plumbers 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

Also, this note ‘existing fiber and copper’, is this in addition to the 200 pair and (3) 24 strand FO; if so what are the pairs and strands of the existing? Will any of the FO or copper need spliced in the manholes? Do the FO cables need terminated in building 17 and 64? Are there existing EMPTY innerducts with pull ropes in the existing conduits, what size is the existing conduit or innerduct if there is any?

Note E026: 200 pair copper will be new installed from contractor with new entrance protectors. No existing Copper.
Note E032: (3) 24 strand fiber terminates in Bldg 37 not Bldg 64. No existing copper coiled in manhole. Fiber will be long enough to extend into room S105 without splice and will need to be terminated in room S105. Distant end in Bldg 37 is terminated.
Interduct with pull rope is available to Bldg 64 for the new copper.

Or we will need to add additional floor boxes for the data locations.

Question 0013: Will the Bicsi RCDD be required for this project? Or will Bicsi Technicians be acceptable?

Question 0014: Are you looking for single mode or multi mode for the horizontal fiber optic cable? LC style inserts in the faceplates for the Fiber optic jacks, what color?
Response 0014: Multi mode from comm room to data drop with LC terminations. Shielded cable and shielded ends for SIPR.
SIPR cabling must be marked with red every 3 feet. No color requirements or any other special requirements will be needed from the contractor/installer for general communications requirements.
Question 0015: Any color requirements besides standard fiber cable colors or the Horizontal Fiber optic cable?

Question 0016: Do you have an estimated value for this project? Need it for the bid bond.
Response 0016: Construction project magnitude is between $10M and $25M. Bid bond needs to cover bid.
Question 0017: Will Procore be an approved equal for submittal exchange?
Response 0017: Submittal exchange will need to be approved during the submittal process after contract award.
Question 0018: Spec section 099723 Concrete and Masonry Coatings is calling to seal concrete floors, however 033511 Concrete Floor Finishes is also a spec for sealing concrete. Please clarify.
Response 0018: Specification Section 09 9723 applies only to (concrete and masonry) walls. Specification Section 03 3511 applies to Concrete Floor Finishes.
Question 0019: The specs state that there are 2 Geotechnical reports available for inspection at the US Government’s office during normal business hours. We and our subcontractors do not have access to that office; is there any way the reports could be shared with us electronically?

Question 0020: Please confirm the email address to use when submitting the bid thru email. It is unclear in section 5.1 - Email is the preferred method of delivery of bids.

Question 0021: Please clarify submittal requirements. Excerpt from 52.236-21, SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION (FEB 1997) - ALTERNATE I (APR 1984). Please confirm that all submittals will be done electronically in accordance with Section 01 3000, Administrative Requirements.
Response 0021: IAW FAR 52.236-21(g), “The Contractor shall submit to the Contracting Officer for approval four copies (unless otherwise indicated)…”. In Section 01 3000, Administrative Requirements, Section 3.12, “All construction submittals (e.g., shop drawings, coordination drawings, product data, etc.) are to be provided in an electronic (.pdf) format and transmitted and stored on either an Internet based submittal service or an FTP server accessible by all parties involved (Construction Contractor, subcontractors, Architect, Architect's consultants, Commissioning Authority, and U.S. Government personnel) for upload and download of electronic files.”
Question 0022: In the Solicitation, Offer and Award, Section 00100, para 4.3 it states “All questions and requests for information (RFI) must be received NOT LATER THAN the fifth working day after the pre-bid conference; current deadline is January 10, 2022, 1:00 PM CST . OFFERORS ARE STRONGLY ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS.” Please confirm that per the question and answer at the pre bid meeting, the deadline for submitting questions is January 10th.
Response 0022: All questions are currently due January 10, 2022, 1:00 PM CST. Working day should be calendar day.
Question 0023: Request to have the Government provide copies of the Geotechnical Reports as discussed at pre bid meeting.

Question 0024: Please confirm that other than Federal Aviation Administration permits, no other permit are required by the contractor.
Response 0024: No City or State Building Permits will be required from the Contractor. Standard Environmental erosion control plan may be required by the State of SD – See Specification Section 01 5713 Temporary Erosion and Sediment Control.
Question 0025: Clause 52.236-14 – AVAILABILITY AND USE OF UTILITY SERVICES. This clause references use of existing utility services. What utilities will be provided by the Government and what utilities will be charged to the contractor?
Response 0025: Specification Section 01 1000 1.22 – Utilities is hereby changed to the following:
1.22 TEMPORARY FACILITIES
A. The Construction Contractor shall contact local utility providers for connection and any required metering for this project. The Government will be responsible for the cost of all utilities used on the project, including but not limited to, water, sanitary sewer, electricity, and natural gas charges by the utility companies or the U.S. Government for the duration of the project. The Construction Contractor shall be responsible for the costs of propane and heaters for temporary heating.
B. If the Construction Contractor modifies or alters any existing utilities, the Construction Contractor is responsible for furnishing and paying for any such modifications and all additional temporary utility services other than those already identified above. This includes arranging with utility companies for these additional services. Any expense incurred to gain access to utilities (temporary tap-ins, temporary meters, etc.) shall be the responsibility of the Construction Contractor in accordance with the clause entitled “Availability and Use of Utility Services” (FAR Clause 52.236-14).
Any utilities modified by the Construction Contractor will be returned to their original or final configurations before the end of the contract.
C. The Construction Contractor is responsible for all costs of other temporary facilities such as those described in this
Section, Section 01 5000 - TEMPORARY FACILITIES AND CONTROLS, Section 01 5713 - TEMPORARY EROSION AND SEDIMENT CONTROL, Section 01 5813 - TEMPORARY PROJECT SIGNAGE, and Section 01
5950 - SAFETY AND HEALTH.
Question 0026: Question on required taxes to be paid by the contractor. Verify that contractors are required to pay all taxes in accordance with state and local requirements.
Response 0026: Contractors shall contact the State of SD Department of Revenue for clarification on what taxes are applicable to this project.
Question 0027: Clause 252.223-7999 (Dev) – Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009). Question was raised at the pre bid meeting as to the requirement for contractor’s and subcontractor’s entire company to be vaccinated. Please confirm what protocols are currently required to work on base.
Response 0027: This clause has been removed from the solicitation. Current Base protocol requires unvaccinated individuals wear facemasks anytime they are within six feet of SDANG employees. All contractors must register to come on base and are required to fill out a Health Risk Assessment each day prior to coming on base.
Question 0028: On sheet C105, please provide demolition requirements to coordinate with utility work.

Question 0029: Drawing AS102 Note 5 and 6 indicate building 20 & 25 will be demolished by the U.S government, please confirm.

Question 0033: Drawing A801 General Notes (B) Indicate Fire extinguishers will be furnished and installed by the U.S government, will that include the FE Cabinets?
Response 0033: Fire Extinguisher Cabinets are part of the Base Bid. See Specifications Section 10 4400.
Question 0034: Drawing A107 Note (13) indicated Bridge Crane location Area B for Option 2, Note 13 indicates 2 locations R- ES100 and R-AS100/EP104. Please clarify or confirm.
Response 0034: Note 13 shown in room AS-100 is a misprint; change to Note 12. Only one Bridge Crane is required as part of Option 2.
Question 0035: Sheet A103 shows a wall between room ES100 and TC102 but does not show a wall type. Please provide information on the wall type.

Question 0036: Sheet A601 shows the Glazed Aluminum Curtain Wall types. However, no other drawing indicates the location of these curtain wall types. Please provide a drawing showing the locations.

Question 0037: The security fence for the aircraft area is tied into the building to be removed. Removal of the buildings and parking areas where the fence is located will need to be done as one of the first items on the project. Question 0038: Will the ABIs 1-2-3 (options) be adds to the base bid or deducts?

Question 0040: Line Item 0004/Option 3: Provide existing building demolition; furnish and install a new parking lot on the east side of the building. Which building is to be demolished under this Option?

Question 0041: Are buildings 20 and 25 being demolished by the Government or contractor? Plans state Government.

Question 0042: In regards to handing in bids and attending the bid opening, what is the process?
Response 0042: You must register to attend the bid opening. Per Section 00100, para 5.1, “If you are planning on hand carrying bids or attending the bid opening, you must send an email at least seven days in advance of the IFB closing date to jeremiah.minter@us.af.mil, eric.comes@us.af.mil AND monty.c.eisenbraun.mil@army.mil. Instructions for obtaining entry to hand carry bids or attend the bid opening will be provided upon request. Late receipt of bids may not be deemed excusable and the Contracting Officer may declare the bid “late” in accordance with FAR 14.304.
Question 0043: I have a question about the steel rod x-bracing in front of the aluminum windows. Are these structural? Will they need to be in place prior to installing the windows? This could cause great difficulty in installing the windows since I cannot find an impacted rated framing system that is inside glazed.
Response 0043: The columns are structural and will be installed along with the steel. The x-bracing is decorative and can be installed after the curtain wall is in place.
Question 0044: This and the next five questions are in regards to flooring in drawings A702 and A703. What types of chemicals will be used in these areas?
Response 0044: Standard industrial shop chemicals. Parts washing fluid, grease, battery maintenance shop, ect.
Question 0045: There are a number of exterior doors into these rooms. In the winter will these doors remain closed, is temp fluctuation an issue in any area?
Response 0045: These doors will have minimal traffic. The project was designed with South Dakota weather conditions in mind.
Question 0046: What type of vehicle traffic will happen in these areas, what type of wheels? (Forklifts, hand trucks, rubber vs metal wheels etc.)
Response 0046: Occasional forklift, some hand truck, mostly all rubber wheels.
Question 0047: What type of weight and how much weight will be hitting the floor at any time?
Response 0047: Other than a dropped occasional hand tool the floors should not have any impact areas.
Question 0048: What type of cleaning procedures are done in these rooms? (chemicals, machinery, power wash, temp of water)
Response 0048: Power washer/scrubber, sweeping & mopping. Water temp from the tap.
Question 0049: Any thoughts to wanting a solid color or more of a decorative system at this time?
Response 0049: No intention of varying from the Plans and Specifications.
Question 0050: On the fiber backbone per Sheet E113 Note E349 calls out Single-mode fiber, is the intention for the fiber to the workstations per the Voice and Data Legend to use Single-mode for that as well?
Response 0050: Multi mode 50 Micron to the desktop and cat 6 copper.
Question 0051: Is there a specific quantity of Equipment racks required for Comm. Rooms S105, S100 and A105 or just size accordingly?
Response 0051: Size equipment rack accordingly.
Question 0052: Sheet E112 Notes E341 and E342, how much LMR cable is needed to reach connections outside for radio tower?
Response 0052: Cable will stop at polyphaser and Government will extend to tower.
Question 0053: Sheet E100 Note E032, does this fiber need to be disconnected from somewhere and pulled back? Also is the intention for the contractor to do the terminations on these fibers? If so what type of fiber is it?
Response 0053: Fiber is in manhole/vault extend from her into the new building using SCAPC.
Question 0054: Sheet E101 Note E038, does this note coincide with Note E032 on Sheet E100 as far as installation of the Telecommunications cabling?

Question 0055: Specifications 271005, 2.03 / 2.04 is there a certain manufacturer that needs to be used for this project?
Response 0055: No specific manufacturer is specified. Products must meet the requirements of the Specifications.
Question 0056: In the PreBid Conference Slide Show, slide 32 under electrical it mentions New site fiber optic cable? Is there a new site fiber cable outside of the existing mentioned in questions 4. and 5?
Response 0056: New fiber was shown if the contractor didn’t want to use the existing fiber or if the fiber was not long enough to reach into the new communications closet.
Question 0057: Will the bid opening be conducted virtually for those that submit bid via email?
Response 0057: No. We will have a conference phone set up so that you can listen to the bid opening. Question 0058: Panels EML2 and H1 do NOT have SPD’s listed on the panel schedules but it does show SPD’s on the One-Line.

INTRODUCTION
Project Information
This report presents the results of the recent geotechnical exploration program for the proposed aircraft maintenance shop for the South Dakota Air National Guard in Sioux Falls, South Dakota.
Scope of Services
Our work was performed in accordance with the authorization of Dave Sellers with MSH
Architects. The scope of work as presented in this report is limited to the following:
1. To perform six (6) standard penetration test (SPT) borings to gather data on the subsurface conditions at the project site.
2. To perform laboratory tests that include moisture content and dry density.
3. To prepare an engineering report that includes the results of the field and laboratory tests as well as our earthwork and foundation recommendations for design and construction.
The scope of our work was intended for geotechnical purposes only. This scope of work did not include determining the presence or extent of environmental contamination at the site or to characterize the site relative to wetlands status.

Site Location & Description
The proposed aircraft maintenance shop will be constructed within the limits of the base of the
South Dakota Air National Guard in Sioux Falls, South Dakota. The address of the base is 1201
W. Algonquin Street. The area located for the designated shop is located north of Building 20.
The current site features include the following: Building 24, Building 26, sidewalks, pavement
Aircraft Maintenance Shop – Phase 1 Page 4 of 14 areas (asphalt and concrete) and grass covered areas. Building 24, Building 26, the sidewalks and portions of the pavement areas will be demolished in preparation for the new shop.
