About this file
This is a Questions and Answers document from a federal procurement for IT and office equipment supplies.
The document addresses multiple clarifications regarding product specifications, substitutions, and procurement requirements. Key decisions include: (1) Listed equipment model numbers and serial numbers are required; however, newer equipment from the same brand name with equal or better performance is acceptable due to rapidly aging lifecycles and software/hardware compatibility needs; (2) For the HYPER HD30F-GRAY line, both USB Hub and Multi SD Card Reader functionalities are desired, and one should be procured if the other already exists on the list to prevent duplication; (3) Part 905559-1 identified as "Trustin Technology SCR3500C" and the Identiv SCR3500 C are considered the same device and either is acceptable; (4) The "AUTHORIZED DISTRIBUTOR ONLY" requirement may be ignored—the intent is to receive brand name equipment or compatible substitutes approved by the customer; (5) Products sourced through OEM-authorized distributors or resellers are acceptable, and such distributors need not be identified as subcontractors under Item 6; (6) Offerors lacking relevant past performance references may state that fact and remain eligible and responsive, though PA prefers known retailers for timely delivery; (7) For AppleCare+ Protection Plans on 16" MacBook M4 Max units, AppleCare+ for Business is preferred due to greater flexibility and accidental damage coverage for operational environments; (8) Delivery equipment must fit within elevators and be hand or cart-carried to the PA office; and (9) Current-generation 16" MacBook Pro models with M5-series chips are acceptable if they meet or exceed the M4 Max system specifications and performance metrics while providing full Apple warranty coverage.

Q. Please confirm whether products meeting or exceeding the listed salient characteristics may be offered as brand-name-or-equal, or whether the listed manufacturer/model/part number is mandatory for each line.
A. The Provided PA equipment list requires that we use the equipment (model number and serial numbers); however, due to the rapidly aging lifecycle of this type of equipment, newer equipment (and at least the same performance) of the same brand name (due to software and hardware compatibility requirements) would be acceptable.
Q. For the HYPER HD30F-GRAY line, the listed salient characteristics appear to describe the Delkin DDREADER-56 rather than the HYPER 9-in-1 hub. Please clarify the controlling characteristics for this line and whether a current equivalent hub may be offered.
A. Both device functionalities are desired by PA. If there is already one USB Hub or Multi SD Card Reader on the list, the other should be procured to prevent a duplication of capabilities. We assess that there may be an error in the salient characteristics document where a description or title was mislabeled.
Q. Attachment 1 identifies part 905559-1 as “Trustin Technology SCR3500C.” That part number appears to correspond to the Identiv SCR3500 C. Please confirm the intended manufacturer/model.
A. They appear to be the same device. Either is acceptable.
Q. Please clarify whether “AUTHORIZED DISTRIBUTOR ONLY” requires the prime offeror itself to be directly authorized by each listed OEM, or whether the prime may supply new U.S.-warranty products sourced through OEM-authorized distributors/resellers.
A. This verbiage may be ignored. The intent is to receive brand name equipment or any compatible substitutes approved by the customer in this document.
Q. The RFQ requests three similar contract references, but also states that an offeror lacking relevant past performance will not be evaluated favorably or unfavorably. Please confirm whether an offeror with no relevant references may state that fact and remain eligible/responsive.
A. PA would prefer a known retailer to ensure the most timely delivery of the require equipment within the scope of contracting rules, regulations, and policies.
Q. Please clarify whether an authorized distributor or wholesale supplier used solely as a product source must be identified as a subcontractor under Item 6.
A. This verbiage may be ignored. The intent is to receive brand name equipment or any compatible substitutes approved by the customer in this document.
Q. Line Item 41 (AppleCare+ Protection Plan): Could you confirm if a specific AppleCare+ SKU is required for the 16" MacBook M4 Max units (e.g., 3-Year AppleCare+ for Business), or should vendors quote standard commercial 3-Year AppleCare+ coverage?
A. AppleCare+ for business typically offers more flexibility in repairs and accidental damage. If confirmed, the higher level of care would be preferred due to these devices bring brought into operational environments.
Q. Delivery / Receiving Site Details: For the delivery to 520 Airlift Lane, North Kingstown, RI, does the facility have a standard loading dock/forklift available for offloading, or will a liftgate truck be required for delivery?
A. PA is not an expert on delivery requirements. All equipment should fit within the elevator and be able to be hand or cart carried to the PA office.
Q. We would appreciate clarification regarding the specified 16-inch Apple MacBook Pro with the M4 Max chip (Z1FT00D8).
In working to source the required units as new, genuine Apple products with full manufacturer-backed warranty coverage, we understand that Apple has transitioned its current MacBook Pro offerings to the newer M5 generation, making the specified M4 configuration increasingly difficult to source as a new current-generation product directly through Apple.
Would the Government accept a current-generation 16-inch MacBook Pro equipped with an M5-series chip, provided that the offered configuration meets or exceeds all of the stated salient characteristics of the specified M4 Max system, including the required memory and storage, and is supplied as a new U.S.-market product with full Apple warranty coverage?
A. PA would accept a newer MacBook Pro platform so long as it meets at least the system specifications and performance metrics of the M4 model (which basic research suggests it does).
