Questions and Answers for Solicitation W50S94-22-Q-0011 143CES Stormwater Sampling and Analysis

1. Q: The RFP includes re-sampling the outfall if there is a permit exceedance. Obviously, there is no way of knowing if an exceedance will occur or not, so I suppose we would need to make an assumption internally regarding the # of re-sampling events we could anticipate. Based on historical sampling events, do you have a sense or do you know the frequency when re-sampling during a particular Quarter was required? In other words, does it historically occur 50% of the time, or approx. 1ce/year, or ?

A: Historically, we have not had to re-sample often. A contingency sampling event is stated in the Performance Work Statement (PWS) so that the bidder is aware that additional sampling could be required in accordance with the RIDPES stormwater permit. Do not include the cost of a contingency sample in your bid.

2. Q: There is reference in the RFP to Standard Lab Turnaround time (5-7 business days) for all sampling but also mentions a 3-day TAT “as required.” As you know, 3-day TAT comes with at least a 50% surcharge on fees depending on the lab. However, there is no info I was able to see where the 3-day TAT would be required. Do you have more info relative to when a 3-day TAT would be required?

A: Under normal conditions, 5-7 day turnaround time for stormwater sample analysis is sufficient for the permit. This information was provided in the PWS so that the bidder is aware that there could be an instance in which expedited laboratory turnaround time is require. Do not include the cost of 3 day laboratory turnaround time in your bid.

3. Q: If selected, would this scope/contract begin in 2022 or 2023?

A: The period of performance for this contract is 7/1/2022 to 6/30/2023 with four (4) Option years.
