1.2 Background: Operations of the 143 AW at Quonset Air National Guard Base (QANGB), North Kingstown, RI, that impact stormwater are regulated by the federal Clean Water Act. The Rhode Island Department of Environmental Management (RIDEM) is delegated to enforce the CWA in the state. The RIDEM regulates the operations of the 143 AW by a Rhode Island Pollution Discharge Elimination System (RIPDES) Individual Permit No. RI0021555. The permit conditions require quarterly sampling and analysis of stormwater during controlled events (identified as Dry Weather) and qualifying rain events (identified as Wet Weather). Full details are provided in Section 5.0. It is the responsibility of the 143 AW to follow the sampling conditions in the permit.
1.3 Period of Performance (PoP): The Period of Performance shall be 1 Base Year of 12 months and four 12-month option years.
1.4 General Information:

3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): NONE
4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):
4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
5.0 Requirements: The contractor shall conduct stormwater sampling for the 143 AW to comply with the conditions of a Rhode Island Pollutant Discharge Elimination (RIPDES) Individual stormwater permit. The current permit requires the 143 AW to collect one wet weather sample and one dry weather sample from Outfall 100A/B each calendar quarter. Dry Weather samples shall be collected during normal business hours. Wet Weather samples shall be collected during qualifying rain events which could extend beyond normal business hours. The sampling shall comply with the conditions for Dry Weather (Outfall 100A) and Wet Weather (Outfall 100B) sampling in the stormwater permit. The outfalls are located inside of drain manhole DMH-27; the single monitoring point is accessible from grade. No confined space entry is allowed. The Contractor shall transport stormwater samples to an analytical laboratory as soon as possible following a sampling event. Stormwater samples shall be submitted and analyzed by an analytical laboratory certified to analyze non-potable water by the Rhode Island Department of Health or other equivalent certification from a neighboring state. 143 AW RIPDES Permit No. RI0021555 is included as Exhibit 3. The 143 AW Stormwater Pollution Prevention Plan (SWPPP) is included as Exhibit 4.
5.1 Regulatory Compliance: At a minimum, sampling activities will comply with the following:
· Clean Water Act, The National Pollutant Discharge Elimination System (40 CFR 122-125)
· Regulations for the Rhode Island Pollutant Discharge Elimination System (250-RICR-150-10-1)
· 143 AW RIPDES Permit No. RI0021555 (Dated December 28, 2021).
· U.S. Environmental Protection Agency (EPA) Guidelines Establishing Test Procedures for the Analysis of Pollutants (40 CFR 136)
· U.S. EPA Publication, Hazardous Waste Test Methods SW-846
5.2 Sampling Event Coordination: The Contractor shall coordinate all sampling events with the 143 AW’s Environmental Management Office (EMO). The EMO and Contractor shall monitor local weather conditions and coordinate a time to sample. The EMO and Contractor shall meet on site at a time that is mutually agreed upon and approved by the 143 AW’s Petroleum Oils Lubricants (POL) Shop personnel. The Contractor shall be escorted at all times while on base by either EMO personnel or other 143 AW personnel designated by the EMO unless issued a long-term pass.
5.3 Stormwater Sampling:
5.3.1 Field Observations Documentation: The contractor shall record all field observations during a sampling event on Form 4, Monthly/Quarterly Stormwater Sample and Inspection Form which is included in Appendix C of the SWPPP (Exhibit 4).
Stormwater flow is recorded by an ISCO Signature® Series automated flow meter located at grade near DMH-27. The Contractor shall record flow meter reading (flow rate and depth) during a Dry Weather event (controlled release) and during a Wet Weather event, as per the stormwater permit. The Contractor shall submit Form 4 to the EMO within 3 business days following a sampling event.
5.3.2 Dry Weather Sampling Event: The Dry Weather sampling point is identified as Outfall 100A within DMH-27. Dry weather samples are collected during a controlled release of rainwater from spill containment dykes for the 110,000 gallon aboveground storage tanks at the POL Complex. 143 AW POL personnel shall control the rainwater release for the sampling event. Dry Weather samples shall be collected during normal business hours.
5.3.3 Wet Weather Sampling Event: The Wet Weather sampling point is identified as Outfall 100B within DMH-27. Samples must be collected during the first 30 minutes of discharges resulting from a storm event that is greater than 0.1-inch rainfall in a 24-hour period and at least 72 hours from the previously measurable storm event. If this is not feasible, wet weather samples may be taken within the first hour of discharge and noted on Form 4. Wet Weather samples shall be collected during qualifying rain events which could extend beyond normal business hours.
5.3.4 Contingency Sampling Event: If analytical results indicate that an analyte(s) exceed a permit limit, the Rhode Island Department of Environmental Management may require additional sampling event(s). The Contractor shall conduct an additional sampling event as needed. The sampling event shall be in accordance with the RIPDES permit criteria and/or the RIDEM requirements.
5.3.5 Sample Transport: The Contractor shall collect all samples in the appropriate glassware for the EPA analytical method. The samples shall be stored on ice in a cooler. The Contractor shall transport samples under chain of custody protocol as soon as possible to the laboratory.
5.4 Laboratory Analysis: The Contractor shall use a certified analytical laboratory to analyze the stormwater samples. If the Contractor does not have in-house laboratory capabilities, they are allowed to subcontract a certified laboratory. Samples shall be analyzed in accordance with 40 CFR 136, US EPA Methods for Chemical Analysis of Water and Wastewater and EPA Publication SW-846, Hazardous Waste Test Methods. In accordance with the RIPDES Permit, the laboratory shall analyze the samples for the following analytes:
· Oil & Grease
· Total Suspended Solids
· Benzene
· Toluene
· Ethylbenzene
· Total Xylenes
· Acenaphthene
· Acenaphthylene
· Anthracene
· Benzo(a)anthracene
· Benzo(a)pyrene
· Benzo(b)fluoranthene
· Benzo(g,h,i)pyrelene
· Benzo(k)fluoranthene
· Chrysene
· Dibenzo(a,h)anthracene
· Fluoranthene
· Fluorene
· Indeno(1,2,3-cd)pyrene
· Naphthalene
· Phenanthrene
· Pyrene
· pH
5.4.1 Samples shall be analyzed within 5 to 7 business days. The laboratory shall report the sampling results to the EMO by the end of the turnaround time period. If expedited analyses are required (3 business days), coordinate with the EMO.
