30. Please clarify why the parking-lot new-asphalt (paving) area is more than double the parking-lot milling area. Specifically:

(1) is roughly 5,953 m² of parking pavement to receive a structural asphalt overlay without prior milling; (2) is one of the two figures a typographical error; and (3) which figure governs for bid pricing if a discrepancy exists between the SOW table and Attachment 1 (Roads and Parking Areas Layout, dated 8-11-2026)?

Reference: SOW Section 5.6.9, "Estimate Quantities" — PARKING: Milling Area 4,608 m² vs. Asphalt (paving) Area 10,561 m² — a difference of 5,953 m².

ANSWER: The quantities in SOW Section 5.6.9 are correct and not a typographical error.

1. Not all parking areas require cold milling. Milling is scoped only for designated deteriorated sections (4,608 m²). The remaining parking area (5,953 m²) shall undergo mechanical sweeping/brushing cleaning to remove all dust and loose debris prior to receiving a direct tack coat and asphalt overlay.

2. No typographical error exists.

3. For bid pricing, offerors shall price 4,608 m² of milling and 10,561 m² of total asphalt paving as listed in SOW Section 5.6.9 and depicted in Attachment 1.

31. Please provide an estimated quantity (count and/or area) of potholes and full-depth pavement repairs anticipated within the project limits, or establish a unit-price or provisional-sum bid line item for this work, since it cannot otherwise be quantified from the SOW for a firm-fixed-price bid.

Reference: SOW Technical Exhibit 1 (Performance Requirements Summary), Objective 1, "Pothole Repair" (98% AQL) and SOW Section 5.6.9 Estimate Quantities table, which lists no pothole count or unit-price/allowance line for pothole or full-depth repair, consistent with the single lump-sum Base Bid CLIN structure referenced in Section 00 10 00.

ANSWER: Offerors shall include a baseline allowance of 150 square meters full-depth pavement repairs and pothole remediation. Full-depth repairs shall comply with UFGS 32 01

16.72

32. Please define the payment mechanism (unit price, provisional sum, or inclusion in the lump-sum base bid) and the applicable pavement/backfill section for removal and replacement of unsuitable, expansive, organic, or low-bearing-capacity soils encountered during apron shoulder excavation.

Reference: SOW Section 5.7.5 ("Any low-strength, expansive, or organic soils revealed during excavation must be undercut and removed") — no pay item, unit price, or allowance is identified for this contingency.

ANSWER: Having a period of performance of 4 months, it is expected to allow partial payment requests. These are expected to be submitted at least monthly via Progress Payment Requests that will record progress of work done against work approved in the contract schedule percentage at the time of the request.

33. Please state the minimum required CBR value and the required subbase thickness for the 5-foot apron shoulder extension, as UFC 3-260-02 contains multiple traffic-type tables and the applicable design traffic category for this shoulder is not identified in the SOW.

Reference: SOW Sections 5.7.6–5.7.7 (subbase to be constructed "in accordance with UFC 3-260- 02" and to meet "the minimum California Bearing Ratio (CBR) and gradation requirements specified for airfield shoulder traffic types," without stating the numeric value).

ANSWER: The design traffic classification for the apron shoulder extension is Traffic Type C The structural section shall follow SOW Figure A-11: 2 inches HMA surface course (Gradation No. 3), 3 inches HMA base course (Gradation No. 1), over 8 inches of compacted crushed aggregate subgrade/subbase to 95 percent Modified Proctor (ASTM D1557) meeting a minimum CBR of 20 for imported subbase (or minimum in-situ underlying subgrade soil CBR of 6 to 10 compacted to 95% Modified Proctor.

34. Please confirm whether the 3-inch base course of the apron shoulder is to be constructed as hot-mix asphalt Gradation No. 1, or as a crushed aggregate base course, since the SOW does not clearly identify the required base course material for this element.

Reference: SOW Sections 5.7.6–5.7.8 (base course requirements for the 5-foot apron shoulder extension) — the base course material for the shoulder is not expressly identified as HMA Gradation No.

1 (the designation used for the apron base course under SOW Section 5.7.9.2) or as a crushed aggregate base.

ANSWER: Refer to SOW Figure A-11 HMA Gradation no. 1

35. Please confirm that full-depth cold milling to expose the base course (rather than a fixed-depth mill) is intended across the entire 4,365 m² apron shoulder area, and provide the anticipated average existing asphalt thickness/milling depth for that area, as this materially affects RAP haul-off quantities and equipment selection for bid pricing.

Reference: SOW Sections 5.7.2–5.7.3 ("Remove existing asphalt by cold milling all the way down to expose the base course material") applied to the 4,365 m² apron shoulder milling area (SOW Section 5.6.9).

ANSWER: Cold milling of the existing apron shoulder area shall be performed to a uniform depth of two (2) inches to remove the existing wearing surface in accordance with Figure A-11 (Cross-Section Detail). Full-depth milling to the subgrade/aggregate base across the entire shoulder area is not intended.

ANSWER: See response no. 12

38. Please confirm the density/compaction acceptance criterion for road and parking HMA surface courses (e.g., minimum % of theoretical maximum density, or Marshall/Superpave criteria), the required frequency and minimum number/location of density cores per lift or paved area, the required qualification of the testing laboratory, and which party bears the cost of retesting failed areas.

Reference: SOW Technical Exhibit 1 (Objective 4, Final Surface Smoothness) and Contractor Quality Control Plan inspection matrix — no density/compaction acceptance criterion, core-testing frequency, or laboratory qualification standard is stated in the SOW for the finished HMA surface courses.

ANSWER: See response no. 11

39. Please confirm the required tack coat product/emulsion type (e.g., SS-1h, CSS-1h, or equivalent) to be used, in addition to the stated residual application rate.

Reference: SOW Section 5.6.2 (tack coat application rate "sufficient to create a strong bond," cross-referenced elsewhere to 0.03–0.08 gal/yd² residual per UFC 3-250-03) — no tack coat product/binder type is specified.

ANSWER: The tack coat shall conform to UFGS 32 12 13, using grade CSS-1h (ASTM D2397). The material shall be uniformly applied by a calibrated distributor truck at a residual asphalt application rate of 0.05 to 0.080 gal/yd² (milled areas) and 0.03 to 0.05 gal/yd² (overlay) and must be allowed to fully cure prior to paving operations.

40. Please confirm whether the twenty-five (25) new wheel stops are a fixed quantity separate from, and in addition to, replacement of any existing wheel stops damaged by the Contractor during construction, or whether the 25 units are intended to also cover contractor-caused damage replacements.

Reference: SOW Section 5.6.6 ("The Contractor shall procure twenty-five (25) new replacement wheel stops matching UFC 3-201-01 specifications... any units damaged during construction shall be replaced at the Contractor's expense").

ANSWER: Refer to response no. 15

41. Please provide complete specifications for the required thermoplastic pavement markings, including color(s), line width(s), material thickness (mils), retroreflective glass-bead content, the governing standard (e.g., AASHTO M249 or equivalent), material cure time, and the minimum time/temperature required before reopening marked areas to traffic.

Reference: SOW Section 5.6.5 ("...durable thermoplastic material" matching the existing layout) — no product specification is provided.

ANSWER: Refer to response no. 13

42. Please provide the Government's minimum requirements or an acceptable framework for construction phasing, including permissible partial closures of roads/parking, maintenance-of-traffic expectations, and daily reopening requirements, so that all offerors price the schedule and traffic-control scope consistently.

Reference: SOW Section 5.4.2 (Contractor to "implement and maintain a traffic control plan") — the SOW does not itself define a phasing sequence, number of concurrent work zones, or daily reopening requirements for roads, parking areas, and the apron shoulder.

ANSWER: Refer to response no. 17B

43. Please confirm the authorized work windows, escort requirements, radio/communication protocols, and Foreign Object Debris (FOD) control procedures specific to work within the apron/airfield operations area, to the extent they differ from the general base working hours.
